RESOLUTION NO. 84/ 482
SUBJECT: STATUS OF COUNTY HOSPITAL AS A COMMUNITY HOSPITAL
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY that
the Board authorizes the Contra Costa County Hospital and Health Centers (hence-
forth referred to collectively as "the Hospital ") to integrate their services with
those of other hospitals into a system of community service which offers free choice
of hospitals to those requiring hospital care, in accordance with the provisions of
Welfare and Institutions Code Section 14000.2, and for that purpose the Board
prescribes the following rules:
1 . If a person is eligible for the provision of medical services under
the terms of the Medi-Cal Act (Welfare and Institutions Code,
Sections 14000 et seq. ), then the person may be admitted to the
Hospital in accordance with the Medi-Cal regulations (California
Administrative Code, title 22, Sections 51001 et seq. ).
2. If a person is eligible for the provision of medical services under
the terms of the Medicare Act (42 U.S.C. Section 1395 et seq. ) ,
then the person may be admitted to the Hospital in accordance with
the Medicare regulations (42 C.F.R. Sections 405. 101 et seq. ).
3. If a person is able to pay for all or part of the charges for medical
services provided by the Hospital , or if a third-party payor is
obligated to pay all or part of the charges for medical services
provided to the person, either by reimbursement of the person or by
direct payments to the Hospital , then the person may be admitted to
the Hospital , and the Hospital shall bill the person or the third-
party payor or both, as appropriate.
4. The Hospital may accept credit cards for individual payment of charges,
as previously authorized by this Board in Resolution 81/1176.
5. To facilitate the ability of private-pay patients to use the
Hospital , the Health Services Department shall accept applications
for medical staff membership or clinical privileges from physicians
and surgeons. The Health Services Department shall not deny medical
staff membership or clinical privileges for reasons other than a
physician' s individual qualifications as determined by professional
and ethical criteria, uniformly applied to all medical staff
applicants and members. .
6. Applicants who are granted medical staff membership or clinical
privileges under this rule shall not be considered as employees of
the Hospital or of the County of Contra Costa in any sense.
7. All persons granted medical staff membership or clinical privileges
must meet the medical malpractice insurance standards set by the
County Administrator.
8. The Hospital may enter into exclusive contracts for the provision of 0 0 23 g
pathology, radiology and anesthesiology services.
