SUBJECT: Hearing on the 1983 Juvenile
Corrections Master Plan
This being the time for hearing on the 1983 Juvenile
Justice Corrections Master Plan , William O'Malley, District Attorney
and Chairman of the Criminal Justice Agency Board of Contra Costa
County, presented said Plan to the Board . Mr . O'Malley advised
that the plan has been reviewed by a task force composed of many
Justice Agency administrators , cities and law enforcement represen-
tatives , and the Juvenile Justice and Delinquency Prevention
Commission . Funds. were obtained from the Federal Law Enforcement
Assistance Administration for development of said Master Plan . The
Plan is a result of over a year of research on needs , programs and
services , facilities and costs . Recommendations focus on availabi-
lity of diversion services Countywide and the role of cities/county
in provision of those services; equality in program, service and
facility options for boys and girls; the need to maintain the
options currently available to youth; the lack of aftercare services
for juveniles leaving institutions and work/vocational training
opportunities; and the need to develop a structure. whereby the pri-
vate sector becomes involved in providing resources for justice
system clients .
The Chairman declared the hearing open and the following
persons expressed support for the plan:

Judge Richard Patsey, Juvenile Court;
Gerald Mitosinka, Assistant Sheriff;
Gerald S. Buck, County Probation Officer;
Ron Hayes , Prevention and Community Corrections , California
Department of Youth Authority;
Judith Wood , Chair , Juvenile Justice and Delinquency
Prevention Commissions;
James Frank, Chief of Police , Brentwood;
Abe Irizarry , Vice President , Delancey Street Foundation;
Becky Trujillo , Resident , Delancey Street Foundation;
Victor Prada , Director , LaCheim School;
Larry Katz , Deputy Public Defender .
All persons desiring to speak having been heard , the Chairman
declared the hearing closed .

The Board expressed appreciation to all who participated
in the development of the Master Plan , and expressed a desire to see
the recommendations contained therein implemented .
There being no further discussion , IT IS ORDERED that receipt
of the 1983 Juvenile Corrections Master Plan is ACKNOWLEDGED .
IT IS FURTHER ORDERED that the Master Plan and comments
presented at this hearing are REFERRED to the Criminal Justice Agency
Board for recommendation .

SUBJECT: Juvenile Corrections Master Plan
In recognition that the Contra Costa County Juvenile
Corrections Master Plan is regarded as a model in California ,
Supervisor Sunne W. McPeak recommended that the County Administrator
be directed to coordinate all interested departments , agencies and
organizations (including the Juvenile Justice Commission and
Delinquency Prevention Commission) to develop legislation for a
pilot program to:
1 ) implement the Master Plan through a state-local
partnership; and
2) delineate a formula for stable funding of a juvenile
corrections system .
Such a pilot should demonstrate the cost-effectiveness of
a comprehensive , integrated service plan , public-private partnership ,
and local-state cooperation . Further , the pilot program should be
designed to maximize the opportunities and incentives for public-
private partnerships , the involvement of volunteers and coordination
among public agencies .
IT IS BY THE BOARD ORDERED that the recommendation of
Supervisor McPeak is APPROVED .
