SUBJECT: Cancellation of Two Firefighter Positions and
Addition of Two Fire District Dispatcher Positions
Enclosed is a P-300 to cancel two (2) vacant Firefighter positions
and add two - (2) Fire District Dispatcher positions . This action was
prompted by the recent retirement of a Fire District Dispatcher.
In filling this opening, we reviewed the current staffing in our
Communications Center and determined a change is appropriate.
Presently, our Dispatchers in the Communications Center work 24-hour
shifts as do fire suppression personnel . There are three shifts;
each shift is staffed with three (3) Dispatchers: a Senior Fire
District Dispatcher, the lead dispatcher in charge of shift; a Fire
District Dispatcher; and a Firefighter who performs as a dispatcher.
When we converted- to our computer-aided dispatch (CAD) system in
the Fall of 1980 , we decided . on this staffing pattern because of
flexibility. Experience has shown that the optimum staffing situa-
tion would be three (3) dedicated Dispatchers per shift -- not the
current practice of rotating fire suppression personnel into and
out of the Communications Center. With the advent of the CAD system,
the dispatching operation has become technical and more complex.
Detailed procedures must be followed if the CAD system is to operate
properly. It is more desirable to have the third dispatch position
on each shift occupied by a person who is involved in the dispatch
operation on a full-time basis . Staffing with dedicated Dispatchers
will not only provide stability in Communications Center staffing ,
