HomeMy WebLinkAboutMINUTES - 07241984 - T.5 Board of Supervisors, Contra Costa County, California Re: Creating Zone A, County ) Resolution No. 84/ 440 Service Area P-2, Blackhawk ) (Govt.C. §§25210 . 8 & 25210 . 9 (a) ) The Board of Supervisors of Contra Costa County RESOLVES THAT: Blackhawk area residents and the Blackhawk Corporation have requested that for the Blackhawk area action be taken to allow the funding and provision of additional police services (security and traffic enforcement) to supplement the level of such services provided by County Service Area P-2 . In order to provide for the implementation and administration of the proposed additional extended police services, this Board hereby takes the following actions: 1. That portion (the Blackhawk area) of Contra Costa County Service Area P-2 described in attached Exhibit "A" is established as Zone A of County Service Area P-2. 2. This Board authorizes the formation of a citizen advisory committee for Zone A subject to its approval of appointments thereto. 3 . Announces its intention to use P-2 special taxes collected within Zone A for its police service program. 4 . No affected properties will be taxed for any existing bonding indebtedness or contractual obligations as a result of the formation of Zone A. 5. The Clerk of this Board shall cause the filing of a statement of the creation of Zone A to be made with the County Assessor and the State Board of Equalization (in Sacramento) pursuant to Government Code §§54900-54902. The filing shall include a map or plot indicating the boundaries of Zone A. Sec. 50077 , 53978 Funding for Police Protection ) & Elec .C.Sec. 5200 ff . ) in Zone A, CSA P-2 ) Blackhawk area) ) ------------------------------- The Board of Supervisors of Contra Costa County RESOLVES THAT. This Board recognizes the need for increased extended police services in Zone A of County Service Area P-2 and the difficulty of funding the current or increased level of services by revenues now available. Government Code Sections 50077 and 53978 establish procedures for voter authorization of a special property tax in order to provide additional funding for police protection. This Board has adopted on this date Ordinance No. 84- 35 in order to provide for a special tax for police protection.�This Board hereby RESOLVES that this Ordinance is to be presented for approval of the voters of Zone A of County Service Area P-2 according to the Ballot Proposition attached as Exhibit A, which is to be placed on the November 6, 1984 election ballot . This Board FURTHER RESOLVES that the County Clerk (Elections Clerk) is directed to take all steps necessary to place the attached proposition on the November 6, 1984 ballot for Zone A of County Service Area P-2 and that this election be consolidated with any other election scheduled for that territory on November 6 , 1984 .
