HomeMy WebLinkAboutMINUTES - 07241984 - 1.48 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa DATE: July 18, 1984 County "7 SUBJECT: Closure of Superior Care Center SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Acknowledge receipt of report from County Administrator in response to Board- referral of June 19, 1984. BACKGROUND: On June 19, 1984, Supervisor Fanden brought to the .Board' s attention the possible closure of Superior Care Center, a skilled nursing facility in San Pablo, and asked that the matter be referred to the County Administrator. Superior Care Center is the. former Monterey Care Center. As the Monterey Care Center, the facility has allegedly had a number of problems over the past five years, although we have no firsthand knowledge of such problems. The facility had a bad reputation and apparently had a number of State licensing violations. The facility was sold in 1982 and sold again about four months ago. Under the new owners' care it has improved dramatically and the facility has been improved. Apparently, under some pressure to take a tough stand with nursing homes, the federal government singled out Superior Care Center based .on its past reputation and threatened to close it. State licensing staff have made several inspections over the past few weeks and have found no situations which would justify closure of the facility. The federal government is now saying that as long as the improvements remain in place and there are no further violations similar to those a few years ago, they would allow the facility to remain open. Under the present ownership and management Superior Care Center does not appear to be in any risk of being closed. Of course, if such a large facility were to be closed, it would create a major problem for the County. Patients would probably be placed throughout the Bay Area. Many would probably be admitted to County Hospital because of the shortage of nursing home beds in the County. This would be a tremendous drain on the County' s resources because Medicare would not pay for patients where admission to an acute hospital is medically unnecessary. The situation appears to be under control and the geriatric staff from the Health Services Department are in close contact with the management of Superior Care Center as well as with State licensing staff. No further action by your Board is indicated at this time.
