July 18, 1984 Cwrly SUBJECT: ALLOCATION OF COUNTY JUSTICE SYSTEM SUBVENTION PROGRAM FUNDS FOR NEW DETENTION FACILITY PLANNING SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 9: BACKGROUND AND JUSTIFICATION Recommendations 1. Allocate $25,068 of 1984/85 County Justice System Subvention Program funds and $10,047 of 1983/84 County Justice System Subvention Program carryover funds to the Criminal Justice Agency to provide for certain costs related to new .detention facility planning. 2. Increase the payment limit of the Criminal Justice Agency's 1984/85 contract, PLANNING, COORDINATION, EVALUATION AND ADMINISTRATION, from $155,363 to $190,478 and authorize the County Administrator or his designee to execute a contract amendment on behalf of the County with the Criminal Justice Agency. Background The Governor has signed Assembly Bills 3805 (Robinson) and 2357 (Sher) providing for the :funding of county jails from Propositions 2 and 16 bond funds. Under this legislation, • Contra Costa County would be allocated $36.6 million as the State's 75% share of our proposed facility. The availability of these funds, after a number of months of uncertainty,. gives new impetus to our planning efforts. Priority items include completion of the Environmental Impact Report and facility programming. We are attempting to accomplish the maximum amount of work .in-house to avoid the expensive fees of consulting firms. Much. of the "in-house" work can be performed by the Criminal Justice Agency, Planning Department, Public .Works Department and Office of Emergency Services. There also are a small number of specialized EIR chapters that will require outside contract(s) . You have asked this Office to identify sources of funds, other than the reserve for contingencies, that can be utilized for these purposes. For the Criminal Justice Agency's work on the EIR and facility programming, there is available $25,068 as a cost of living adjustment in 1984/85 Subvention Program funds and $10,047 in 1983/84 Criminal Justice Agency .carryover Subvention funds. These and other funds spent on facility planning would be counted toward our local match for State bond funds. On April 24, you approved the 1984/85 County Justice System Subvention Program application. ' Your Board approved the Advisory Group's major recommendation to fund all 1984/85 projects at the same level as 1983/84. The Advisory Group also recommended the use of potential increases in the base allocation as follows: a) that the $25,068 from a possible. State cost of living adjustment be divided equally among the City of .Brentwood Youth and Family Services Project, Friends Outside Project and the Violence Abatement Program of Battered Women's -.Alternatives. b) that any carryover funds from 1983/84 be allocated to those projects that generated the carryover in the same amount as saved by those individual projects. Our Office recognizes that each of the three projects - recommended tor-Increase by the Advisory Group is worthy and meets a specific County' Justice System Subvention Program need as identified by the Advisory Group.
