SUBJECT: CERTIFICATES OF APPRECIATION FOR MEMBERS OF THE COMMUNITY ACTION TEAM
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
That the Board ISSUE Certificates of Appreciation to the following members of the
County's Worker Assistance Center Community Action Team (CAT):
Joe Goglio, Director of Community Services AFL-CIO Central Labor Council of
Contra Costa County.
Norman Wysinger, Assistant Manager Employment Development Department/Pittsburg.
Dale Chatham, Assistant Manager Employment Development Department/Pleasant Hill.
Don Goldmacher, M.D., County Mental Health.
William Stiger, Employment Development Department/Sacramento.
Jack Bartlett, Private Industry Council staff to CAT.
BACKGROUND
In the spring of 1982, in response to the Board of Supervisor's request that the
Private Industry Council establish "an early response mechanism' to help combat the
problem of plant layoffs in the County, a State grant was submitted and initially
funded to 1) organize a policy-making body to oversee the grant and 2) develop an
early response mechanism to respond in the event of a major plant layoff.
The policy-making body established with this initial grant was the Community Action
Team under the Chairmanship of Supervisor Tom Torlakson. Operating from mid-
1982 through May of 1984, this advisory group established a functioning Workers
Assistance Center to serve dislocated workers under Title III of the Job Training
Partnership Act (JTPA). Through the group's efforts, the County has been granted
funding under three separate grants for a total of $440,000.
With the completion of the transition of the County's program from CETA to JTPA, the
Private Industry Council of Contra Costa County has assumed full responsibility for
planning and operating the Title III program. As a result, the Community Action Team
was formally disbanded.
