A quorum did not attend, so no closing was done.) 00 / IN THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA In the Matter of Continued Hearing ) on Supplementary Allocations from ) the Special District Augmentation ) Monday, September 20, 1982 Fund. ) The Board on September 8, 1982, sitting as a committee- of-the-whole, having continued to this day the hearing on requests and recommendations for additional allocations from the Special District Augmentation Fund (SDAF); and A quorum of the Board not being present, and the hearing having proceeded before the two members of the Finance Committee, Supervisors T. Powers and N. C. Fanden; and Frank Fernandez, Assistant County Administrator-Finance, having presented and summarized the September 20, 1982 report of the County Administrator with respect to comments and requests by repre- sentatives of certain special districts submitted at the September 8 hearing in response to the recommendations contained in the September 3, 1982 report of the County Administrator as well as additional requests which previously were not submitted; and Mr. Fernandez having submitted recommendations for a total net decrease in allocations of $58,168 to fund certain county service areas/special districts' requests which, if approved, would leave a balance of approximately $427,911 in the fund to serve as reserves; and Supervisor Powers, Chairman of the Finance Committee, having requested those persons desiring to speak to come forward, and the following representatives from special district and county service areas having presented comments: Tom Birdwell, Chief, Rodeo Fire Protection District, on funding for manpower to staff a proposed new fire station in Hercules; Edward Spencer, Ambrose Recreation and Park District, on the need for additional manpower to assist in the resolution of maintenance problems, and difficulty in obtaining agreement with the County Auditor- Controller as to their fund balance; Tom Hanson, County Service Area R-7, on acquisition of a 10-acre park site from the San Ramon Valley Unified School District; Vincent J. Aiello, Chief, Riverview Fire Protection District, on funding for manpower and the need to develop a mechanism (i.e. acreage fees) to fund fire facilities; William Maxfield, Chief, Contra Costa County Fire Protection District, on the need for an additional fire inspector to review construction plans and make site inspections, and the need for new fire stations in Walnut Creek and the Alhambra Valley; Ray Morgan, Chief, Brentwood Fire Protection District, on fundii., to build an auxiliary fire facility in Brentwood, noting the site has been provided by the City of Brentwood; Gerald Littleton, Chief, Crockett-Carquinez Fire Protection District, on funding to replace two vehicles, and requested information with respect to criteria for determining justification for vehical/equipment replacement; �7 0(/a2 Jerry Prideaux, Administrator Services Office, County Library, on funds for a feasibility study for an upgraded library circulation and control system; and Louis M. Ellis, D.D.S., and Kenneth F. Edwards, a tax- payer, having expressed concern on the cost incurred by the Contra Costa County Fire Protection District in maintaining an aircraft at Buchanan Airport for fire suppression purposes, and having commented on the advantages of utilizing private aircraft and volunteer pilots; and Chief Maxfield and other fire chiefs having spoken on the advantages of having the aircraft available at all times, par- ticularly in emergency situations; and All persons desiring to speak having been heard, and Supervisors Powers and Fanden having considered the requests sub- mitted for supplemental augmentation funds and the recommendations of staff, and having expressed concurrence with staff's recommen- dations and having also recommended additional supplemental funding as follows: $95,000 to the Contra Costa Mosquito Abatement District for a mosquito fish aquaculture project in a former sewer treatment facility in Hercules; $3,000 to fund the library study with $22,000 to be provided from the budget for libraries; $18,000 to fund the new Brentwood Fire Station; and There being no further discussion, Chairman Powers announced that the Committee's recommendations will be presented to the Board on September 28, 1982.
