Olsson, Represented By Geraldine Russell, Deputy Clerk J IN THE BOARD OF SUPERVISORS COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA In the Matter of Continued ) Hearing on the 1982-1983 ) Monday, July 19, 1982 Fiscal Year County Budget and) Special Districts' Budgets. ) The Board on July 13, 1982, continued to this day its discussion and hearing on the proposed County Budget and Special Districts' -Budgets, including Fire Protection Districts and County Service Areas, for the 1982-1983 Fiscal Year. Prior to receiving additional comments from interested per- sons the Board discussed the anticipated reductions in revenues and the consequent impact on county programs and services; the allocation of sales tax revenue to the County as compared to the allocation to cities; the anticipated reduction of sales tax reve- nue as a result of successful incorporation efforts; the services provided by the County to residents in both the incorporated and unincorporated areas without compensation from the cities; the various chaplaincy contracts and the services provided; the popu- lation served by the George Miller Centers and the responsibility of the State to fund same; a proposal to implement a tax override to fund the County's Retirement System and the researching of other alternatives such as user fees to fund certain programs and services; the impending layoffs of county employees; the lack of a business tax and ability to tax certain resources/commodities; the elimina- tion of certain contracts (i.e., the Contra Costa County Development Association) in order to release funds for certain developmental disability programs; the need for further review and development of procedures relative to ambulance services and the supervision and assignment of emergency medical services; the reduced level of funds in the reserves; a proposal to require the County Hospital to solicit bids for certain contractual services from county departments as well as private businesses as a means of obtaining the lowest price for the services rendered; and the need for two studies related to the public facilities element pro- posed for the County General Plan on fire facilities and equipment needs for the County, and school facilities in east county. The Board also discussed to services provided to families and children by community-based organizations and the interest expressed by members of various city councils to participate in the financial support of same. The Board requested its Chair, Supervisor S. W. McPeak, to explore with the County Administrator a proposal to establish a Family and Children's Services Fund comprised of sales tax revenue contributed by the County and cities as well as contributions from the private sector to fund said programs. Supervisor McPeak then announced that the hearing was open and invited all persons desiring to speak to come forward. Richard K. Rainey, County Sheriff-Coroner, commented on the $715,000 restored to the Sheriff's budget by the Finance Committee; the impact on staff and services with a reduced budget; contracting with cities for police and related services; police protection as the number one priority; the ideal ratio of one law enforcement officer per 1,000 population as compared to the current county ratio of .84/1,000; the advantages and disadvan- tages of an 8-hour 5-day work week as opposed to a 10-hour 4-day work week; the obligation of the County to provide police services to the newly incorporated Town of Danville through June 30, 1983, without realizing any compensation for same; and comparisons with the funding levels received by other county departments. CI\ Supervisor T. Torlakson commented on the variables used to calculate the ratio of law enforcement officers to population served and inquired if the Sheriff's calculations were based solely on patrol activities or are also inclusive of the Sheriff's detective force. Sheriff Rainey responded that his figures were based on utilization of manpower in both patrol and investigative units and also included certain supervisory personnel. Supervisor Torlakson inquired as to the number of units assigned by the California Highway Patrol (CHP) to assist the Sheriff in traffic enforcement activies in the unincorporated areas of the County; he requested the Sheriff to report on the manpower supplied by the CHP and how it adjusts or impacts on the county ratio of .84 officer/1,000 population. Supervisor Torlakson also referred to the information pro- vided this day by the Sheriff entitled "Actual County Layoffs"; he expressed an interest in receiving a report from the Sheriff as to where the actual staff reductions in his Department would occur, and the duties and functions of the positions being terminated. Supervisor T. Powers noted that the contract with the Deputy Sheriffs' Association will be terminating in October 1982 and requested that in the negotiations for a new contract, discussion should include an adjustment to the current 10-hour work schedule of the deputies in order to improve the deployment of manpower to patrol beats. Donald Walker, representing the Deputy Sheriff's Association, spoke on the consequences to public protection if reductions in the Sheriff's Departments occur as proposed. Comments also were received from the following persons: Mary Lou Laubscher, Citizens Committee to Maintain Essential Human and Protective Services in Contra Costa County, on funding for human services; William W. Corse, Contra Costa County Appraisers Association, on proposed reductions in the Assessors Office; Carol Federighi, League of Women Voters of Diablo Valley, proposed reduction of the Probation Department's Budget; Dorothy Strindberg on Foster Homes; George C. Filice on the Sheriff's Budget; Barbara Maizie, Contra Costa Association for Retarded Citizens, on continuation of their contract with the County; Phyllis Maslan, Contra Costa Coalition for Children, on services for young people; Karen Morgan on the Public Health Budget; and All persons desiring to speak having been heard, the Chair declared the hearing continued to July 20, 1982, at 2 p.m., in the Board Chamber. l hereby certify that this is a true end correct copyof an action taken and entered ont,"minutes of the Board of Supervixrs on the Cato shown. cc: County Administrator ATTESTED: : i County Sheriff-Coroner J.R.
