1 . Parties $ Date. Effective on April 1 , 1979 , Contra Costa
County and Theresa Rodgers (Contractor) mutually agree and
promise as follows , pursuant to Government Code 31000 '.and
31680 .
2 . Purpose $ Services . The Department requires , and the
Contractor is specially trained and experienced and
competent to perform and furnish the following professional
services , advice, education and training to the County
Assessor ' s Office in financial , economic, legal and adminis -
trative matters :
a) Administer the Exemption Claim program by providing
professional and technical advice to the Assessor ' s
staff in delivery, receipt, review, authorization
and processing of exemption claims filed by property
owners .
b) Review and provide technical advice on processing
claims to Central Data Processing for entering on
the Assessment Roll .
c) Receive property owner inquiries , answer questions
and make reviews as necessary on above claims .
d) Administer and provide professional advice to
seasonal employees processing above claims .
3. Time and Place. The Contractor shall render these services
at times and places specified by the Department Head.
4 . Payment. County shall pay Contractor monthly on his
properly executed county demand form (D-15) approved by
the Assessor' s Office as follows :
$8 . 08 per hour, total amount not to exceed $4 , 200
S . Term. This contract runs through Friday , June 29 , 1979 , by
when all projects must be completed; but it may be
cancelled by mutual consent , or by either party by giving
30 days advance written notice thereof to the other.
6. Status . The Contractor is an independent contractor and
is not to be considered an employee of the County.

7 . Indemnification. The Contractor shall defend, save ,
indemnify, and hold harmless the County and its officers
and employees from any and all liability for any damages
arising from or connected with this service provided
hereunder.

On the recommendation of the County Assessor, IT IS BY THE
BOARD ORDERED that its chairman is AUTHORIZED to execute an
agreement with Collona Corporation, effective June 27, 1979
through September 30 , 1979, whereby the County shall make
available to the contractor data from the Assessor' s records
which comprise the 1979-1980 Assessment Roll for which the
contractor shall reimburse the County for all expenses necessarily
incurred in providing this service .

AGREEMENT
(Copies of Assessor's Public Records)
1. Parties $ Date. Effective on 7fJ z s X97 the COUNTY OF
CONTRA COSTA, a political subdivision of the State IR California, (hereinafter
called "County") and Collona Corporation (hereinafter called "Contractor") ,
mutually agree and promise as follows.
2. Assessor's Records. County shall make available to Contractor on
magnetic tape urnis e y t e Contractor data from the Assessor's records which
comprise the 1<979-80 secured assessment roll. The County's Data Processing
Center shall produce the tape in a form mutually agreeable to the parties, but
no data required by law to be kept confidential shall be made available.
3. Reimbursement by Contractor. Contractor shall, within thirty days
after written notification by County, reimburse County for all expenses neces-
sarily incurred in providing this service, including the cost of preparation,
delivery, and review of the tape by County personnel. The nature and final
amount of these expenses shall be determined by the County Auditor-Controller,
and his determination shall be binding.
4. Use and Copies. The Contractor shall use the data provided by the
County on magnetic tape for the sole purpose of producing the Contractor's
publication for visual display of the data contained therein; and, immediately
on completion of the process, Contractor shall certify to the County in writing
that the tapes have been erased. Contractor shall also furnish County at no
cost to County two copies of Contractor's publication if produced in other
than microfiche form.
S. Restrictions. Contractor shall not reproduce the data in any form
which mayTe used yea computer, such as magnetic tape, punched paper tape,
or other device. Contractor shall not use or sell the names and addresses
contained therein for mailing purposes.
6. Hold Harmless. (A) Contractor agrees that the County makes no
warranties as to the accuracy, validity, or correctness of the information
contained in the tape. Contractor also agrees to hold County and all County
officers and employees harmless for any damage to property or person, claims,
judgments, lawsuits, or liability arising from Contractor's use and. custody
of the tapes and any materials produced therefrom.
(B) Contractor shall display a notice in its publications that neither
the County of Contra Costa, nor its Assessor nor Auditor is liable for any
errors, omissions, or inaccuracies that may appear in the publication.
7. Term. The services to be provided by the County by the Terms of
this Agreement shall not extend past September 30, 1979 .

8. Any notices given pursuant to this Agreement shall only be valid if
given in writing to the parties at their addresses as follows:

Attached is a Board Order draft and agreement with Collona Corporation to
provide information to be taken from the Assessor's records which comprise the
1979-80 Assessment Roll . The agreement is of .the standard type which has been
used in providing services to various other data gathering firms.
Would you please process the attached draft Board Order together with the
agreement for approval by the Board of Supervisors.
