The Board of Supervisors met in all its capacities
pursuant to Ordinance Code Section 24-2,402 in adjourned
regular session at 3: 00 p.m. , Wednesday, August 30, 1978
in Room 107, County Administration Building, Martinez,
California.
Present : Chairman R. I. Schroder, presiding,
Supervisors J. P. Kenny, N. C. Fanden
W. N. Boggess, E. H. Hasseltine
Clerk: J.R. Olsson, represented by Geraldine
Russell, Deputy Clerk.
The Board immediately recessed its meeting to Room 108,
County Administration Building, Martinez, California.

In the Matter of
Approving Objectives of
Governmental Review Committee
The Board on August 29, 1978 having adjourned its regular
meeting to this time to meet with its newly established Governmental .
Review Committee: and
The Committee having presented a statement of its proposed
goals and objectives (a copy of which is attached hereto and by
reference incorporated herein) and having requested Board approval
of same; and
Board members having indicated their approval of the
objectives as set forth in the Committee' s statement but having
expressed the opinion that the Committee may be unable to accomplish
its review of the major functions of county government in time to
submit its report by January 1, 1979 (the date established for
dissolution of the Committee) , and Supervisor W. N. Boggess having
therefore suggested that the Committee be allowed to continue until
March 1, 15'x9 in order to complete its assignment;
IT IS BY THE BOARD ORDERED that the stated goals of the
Governmental Review Committee are APPROVED and the suggestion of
Supervisor Boggess that the Committee be granted an extension to
March 1, 1979 to complete its report is adopted.
The foregoing order was passed by unanimous vote of the
Board.
The Committee Chairman then inquired as to whether
there were any changes that were desired in the Committee' s draft
questionnaire proposed for transmittal to County department heads
and other key staff members, and Mr. Frank Fernandez, Assistant
County Administrator, having recommended that the language in Section
A-2 be clarified as to the fiscal period to be covered and suggested
that the fiscal year rather than calendar year be used;
There being no further comments or suggestions made,
the content and form of the questionnaire was approved, with the
understanding it will be sent out under the auspices of the Board
of Supervisors.

The objectives of the Review Committee as established by the Board
of Supervisors are:
1. Conduct, from 'a citizen's viewpoint, a critical,
constructive analysis of the function and organi-
zation of Contra Costa County Government.
2. Make recommendations pursuant to maintaining mo-
mentum for change dictated by Proposition 13 so
that Centra Costa County is ready and able to
undertake full implementation of the constitutional
amendment.
3. Interface with the Citizen's Committee appointed by
Governor Brown.
The following projects will be undertaken in pursuance of the success-
ful completion of the objectives.
1. Review the assigned functional mission of each County
Department. Determine differences in understanding of
,. the function between the Policy Setting Board, the Ad-
ministration Staff and each Department's Management Staff.
Resolve differences in understanding at the policy level.
Make recommendation for reductions of program to match
anticipated fundings.
2. Review the existing department organizations involved in
carrying out the assigned functional missions. Reveal
differences between actual organizations and approved
organizations. using the various disciplines contained
in the committee structure, consider the efficiency of
each organization and explore alternate organizations to
more effectively accomplish the functional mission.
Recommend most- effective organization to carry out approved
functional missions and develop staffing requirements.
3. Review existing organizations for redundancies of functional
missions or support functions among the Departments. Con-
sider the need for the redundancies toward fulfilling the
functional mission. Study the effectiveness of present
L support functions and the potential For improved effectiveness.

4. Review the raeans established for conducting nanagenent
audits, the frequency of their use and the effects in
evidence. Consider alternate means to accomplish this
vital task.
S. List all functional missions carried out by agencies
paid by the County and/or are under the influence of
the Board of Supervisors. Arrange the list in order of .
importance using as a guide the significance of dis-
ruption to the body Politic if the function is not carried
out (funded) .
6. Develop a liaison with Governor Brown's Blue Ribbon
Committee to highlight state imposed county expenditures
and to seek alternate approaches to improve effectiveness
of externally imposed functional missions.
7. Study relationship between physical property, organization
chart and functional mission. Analyze the need for the
physical property. Study means of acquisition and disposal.
8. List all contracts with consultants, including dollar
amounts, current and two years past. Study processes
controlling justification, price-control, audit and
basic cause of lack of county expertise in area of
concern.
9. Prepare a report su;=arizing findings and recommendations
of the Citizen's Committee for presentation to the County
Board of Supervisors.
