PRESENT: Chairman R. I. Schroder, presiding; Supervisors N. C. Fanden, W. N. Boggess, and E. H. Hasseltine. ABSENT: Supervisor J. P. Kenny. CLERK: J. R. Olsson, represented by Geraldine Russell, Deputy Clerk. IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Allocation of State Surplus Funds July 26, 1978 for Support of Various ) Special Districts. ) This being the time fixed for hearing and to determine distribution of the allocation of State surplus funds for support of the various special districts within the county; and Mr. Arthur G. Will, County Administrator, having reviewed his July 26, 1978 letter to the Board dealing with the distribution of State assistance to special districts; and Mr. John Clausen, County Counsel, having commented with respect to the provisions of Proposition 13 and the allocation of State funds for special districts; and Mr. Donald Bouchet, County Auditor-Controller, having commented that the local level of funding of special districts will be less than one-half of that of the previous year based upon allocation of 1 percent of property tax levied on the assessment roll; and The following persons having appeared: 1. Sharon Johnson - Representing League of Women Voters of Diablo Valley (statement submitted) ; 2. Robert Oliver, President, Contra Costa Mosquito Abatement District No. 1 Board of Trustees (statement submitted) (Discussion followed relating to proposed merger of the two mosquito abatement districts. Joseph S. Connery, Executive Officer, Local Agency Formation Commission, advised that the matter had been thoroughly explored by LAFCO and that LAFCO had asked the Board of Supervisors to pursue it) ; 3. '1111, County Administ--rator, having recommended that this hearing: be closed and decision on the allocation of State Surplus Pudds to County Special Districts be. deferred to August 2, 1978 at 2:00 p.c. and that the County Special Districts (including fire protection districts) be riven until the close of business on August 2, 1978 to file written statements and requests for funding; I^ IS BY HE BOARD ORDEPED that the recommendation of the County Adninistrator is APPROVED.
