SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 20253 to reallocate the salaries of the following classifications on the salary schedule: Clinical Laboratory Scientist I (VHWA) [represented] from salary level QT5-1533 ($4779.36) to salary level QT5-1763 ($6,001.66); Clinical Laboratory Scientist II (VHVD) [represented] from salary level QT5-1583 ($5,021.92-$6,104.18) to salary level QT5-1809 ($6,281.34-$7,635.00); Senior Clinical Laboratory Scientist (VHNA) [represented] from salary level QT5-1669 ($5,468.28-$6646.73) to salary level QT5-1931 ($7,087.83-$8,615.30); Supervising Clinical Laboratory Scientist (VHHF) [unrepresented] from salary level B85-1745 ($5,895.65- $7,166.20) to salary level B85-1971 ($7,374.18-$8,963.36); Clinical Laboratory Manager (VHFA) [unrepresented] from salary level B85 1941 ($7158.36-$8701.03) to salary level B85 2167 ($8953.56-$10,883.11). FISCAL IMPACT: Upon approval,this action will result in an annual cost of$617,556 County General Fund offset by reductions in overtime and registry use. BACKGROUND: The Health Services Department has requested a salary review of the Clinical Laboratory Unit including the Clinical Laboratory Scientist I & II classifications, Senior Clinical Laboratory Scientist, Supervising Clinical Laboratory Scientist and Clinical Laboratory Manager. Staff conducted an external salary survey, the results of which show the County's salary level for these classifications are significantly below the market. The Clinical Laboratory Unit has been experiencing recruiting and retention issues, and many of their current employees are working an excessive amount of overtime in order to maintain patient services. In addition, the department has had to rely on registry services to fill existing vacancies. CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted, the incumbents will not be appropriately compensated for duties performed and the Contra Costa Regional Medical Center, Clinical Laboratory Unit will continue to experience recruiting and retention issues.
