SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20304 to reallocate the salaries of the following classifications on the salary
schedule: Respiratory Care Practitioner I (VIWA) [represented] from salary level QT5-1390 ($4148.37-$5042.38) to salary level
QT5-1553 ($4,874.94-$5,925.52); Respiratory Care Practitioner II (VIVA) [represented] from salary level QT5-1594 ($5,076-
$6,171) to salary level QT5-17351 ($5,837.56-$7,095.59); Cardiac Ultrasonographer (V8VG) [represented] from salary level
QT5-1534 ($4,784-5,815) to salary level QT5-1755 ($5,954.31-$7,237.50); Assistant Chief, Cardiopulmonary Support Service
(VIHA) [unrepresented] from salary level B85-1658 ($5,409- $6,574)to salary level B85-1819 ($6,343.84-$7,710.98).
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of$273,082 and a Net County Cost of$38,505, which is offset by reduction in overtime
in the amount of$123,500 and reduced registry costs of$75,000 funded through Enterprise I fund.
BACKGROUND:
The Health Services Department has requested a salary review of the Respiratory Care Unit including the Respiratory Care
Practitioner I & II classifications, Cardiac Ultrasonographer, and Assistant Chief, Cardiopulmonary Support Services. Staff
conducted an external salary survey, the results of which show the County's salary level for these classifications are significantly
below the market.
The Respiratory Care Unit has been experiencing recruiting and retention issues, and many of their current employees are
working an excessive amount of overtime in order to maintain patient services. In addition, the department has had to rely on
registry services to fill existing vacancies.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, the incumbents will not be appropriately compensated for duties performed and the Contra
Costa Regional Medical Center, Respiratory Care Unit will continue to experience recruiting and retention issues.
