RECOMMENDATION:
ADOPT Position Adjustment No. 20371 to establish the classification of Fire Equipment Mechanic
at Salary Level QS5 - 1575; reclassify six (6) incumbents (Position No. 5674, 5675, 5676, 5677,
5679, 6704)from Equipment Mechanic to Fire Equipment Mechanic. Reallocate the salary of Fire
Apparatus Service Coordinator from Salary Level QS5— 1525 to QS5 - 1575.
FISCAL IMPACT:
The total annual cost associated with this action is $4,500.
BACKGROUND:
During the 2006 contract negotiations with Public Employees Union, Local #1, Section 58.7, CA,
was added to the Memorandum of Understanding (MOU)which states, "Employees assigned to the
Fire Protection District to perform the duties of Equipment Mechanic shall receive a five percent
(5%) differential effective July 1, 2006. A new classification of Fire Equipment Mechanic
incorporating such differential will be established no later than July 1, 2007'.

In accordance with this agreement,the six(6) Fire Equipment Mechanics are currently receiving the
5% differential. To fully comply with the terms of the agreement, a new classification is being
established to incorporate the 5%differential into the monthly base pay with a July 1, 2007 effective
date.
Additionally, the recommended 5% salary reallocation to the Fire Apparatus Service Coordinator
classification is in recognition of the lead worker responsibilities. This salary reallocation action will
impact only one incumbent.
CONSEQUENCES OF NEGATIVE ACTION
If this request is not approved, the County will be non-compliant with the negotiated agreement
with Public Employees Union Local #1.

SUBJECT: P300 to Establish Classification of Fire Equipment Mechanic and
Reallocate Salary of Fire Apparatus Service Coordinator
The attached Position Adjustment Request (P300) is submitted to 1) establish the
classification of Fire Equipment Mechanic and reclassify six incumbent Equipment
Mechanics to the new classification of Fire Equipment Mechanic; and 2) reallocate the
salary of Fire Apparatus Service Coordinator (PMSC) from $4,648 - $5,125 to $5,097 -
5 620 (includes 2% cost of living adjustment scheduled for July 1, 2007).
Establish the Classification of Fire Equipment Mechanic
During the last contract negotiations with PEU, Local #1, section 58.7, CA. was added
to the Memorandum of Understanding (MOU):
Employees assigned to the Contra Costa County Fire Protection District to
perform the duties of Equipment Mechanic shall receive a five percent (59/o)
differential effective July 1, 2006. A new classification of Fire Equipment
Mechanic incorporating such differential will be established no later than July 1,
2007.
In accordance with this agreement, the District's six Equipment Mechanics are currently
receiving a 5% pay differential. To fully comply with the terms of the agreement, a new
classification should be established (incorporating the differential into base pay) with an
effective date that is no later than July 1, 2007. The District's six incumbent Equipment
Mechanics should be reclassified accordingly.
Reallocate the Salary of Fire Apparatus Service Coordinator
In 2002, the single position classification of Fire Apparatus Service Coordinator was
established and an Equipment Mechanic position was canceled. The new classification

was assigned primary responsibility for parts purchasing, inventory control, service
writing, work scheduling and monitoring, customer relations, and absence coverage for
the shop manager. Fire Apparatus Service Coordinator was established with the same
salary steps as Equipment Mechanic. — cro-e,
After the last contract negotiations concluded, we were surprised to learn that the
above-referenced differential (MOU Sec. 58.7,C.4.) was not going to be applied to Fire
Apparatus Service Coordinator. Therefore, the second part of this request seeks to
correct that significant oversight.
We are recommending a 7.5% salary reallocation for Fire Apparatus Service
Coordinator effective July 1, 2007. An additional 2% increase should be applied for the
scheduled cost of living adjustment (COLA).
The District's Equipment Mechanics will receive a 5% adjustment to their base pay (plus
a 2% COLA). The slightly higher reallocation for Fire Apparatus Service Coordinator
(i.e., 7.5%) is in recognition of the lead worker responsibilities.
The costs associated with this request are negligible; the Equipment Mechanics are
already receiving a 5% pay differential and a salary reallocation to Fire Apparatus
Service Coordinator will impact only one incumbent.
