The WDB has responsibility for overall workforce investment policy, a workforce development plan, and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official' (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 39 seats: Business members (20), Education members (2), Labor members (2), Community- Based members (3), Economic Development members (2), and One-Stop Mandated Partners (9), and At Large (1). The Internal Operations Committee (IOC) screens all WDB nominations. The Workforce Development Act requires that the Workforce Development Board membership include a representative from each one-stop mandated partner. One-stop mandated partners receive federal Community Service Block Grand funding and provide core one-stop workforce development services. Note that the One-Stop Mandated Partner seats are ex-officio in nature and do not have specific term expirations. The Internal Operations Committee, at its August 6 meeting, approved the nomination for a Business seat. Linda Chandler, Strategic Planner Workforce Development Board of Contra Costa County 2425 Bisso Lane, Suite 100 Concord, CA 94520 Re: Letter of Support for Gretchen Medel Dear Ms. Chandler: I have known Gretchen Medel since the Byron Union School District's effort in 2004 to pass a school ■� facility bond. While we missed passage of the bond by 25 votes, it was not for lack of full on support by Gretchen via 110'Magazine and her numerous contacts within our community. For our-2006 successful y effort Gretchen, through her Office Tech Staffing business, designed a very compelling advertisement that was used in the print media and printed on large foam core signs that were placed in business windows 0 throughout our community. Gretchen's business acumen and interest in education made her a unanimous choice of the School Board to Qappoint her to our Prop 39 Citizens' Oversight Committee in November 2006. This committee is the O independent financial watchdog group that ensures that our community's bond money is wisely spent in S executing the facility renovation and building program. i In the fall of 2005, the district implemented the Lab Volt career tech/career program at Excelsior Middle School. The program lets students experience eighteen various career pathways with hands on applications ranging from vacuum forming plastics and building machines to operating a wind tunnel and a flight simulator. Students also research each of the career pathways and learn what education is required to attain 0 a position in which they may be interested, whether a technical position requiring a training program or a professional position requiring college degrees. Gretchen has always been supportive of our efforts in this �i area. She understands how motivating these experiences can be to students. She knows how helpful they are in helping students understand the importance of education in keeping future doors open to them. Gretchen is President of Office Tech Staffing and an officer of the company. She is very involved in our C community with school and neighborhood activities and serves as l st Vice President of the East Contra Costa Republican Women. She understands the importance of education to the vibrancy and I competitiveness of our local and national workforce and economy.
