H.1 Hearing on recommendation of the Contra Costa County Planning Commission on the request of the Keller Canyon Landfill Company (applicant and owner) for approval of Amendment 1 to Land Use Permit 2020-89 which regulates Keller Canyon Landfill. Amendment 1 proposes to delete or revise conditions of approval established by LUP 2020-89 pertaining to fees paid by the Landfill to Contra Costa County. These include fees for transportation and open space, and resource recovery. Some fees may be eliminated or reduced. Rate setting conditions would be modified. Area-of-origin provisions would be revised for consistency with recent federal court decisions. Amendment 1 does not propose any physical changes to the Landfill facility or site, or any changes to its operating requirements. None of the fee changes affect mitigation measures imposed by the Landfill's Environmental Impact Report. A Notice of Exemption has been filed pursuant to the California Environmental Quality Act, Bay Point/Pittsburg area. (41% Federal; 59% County/Realignment) 1.56 APPROVE and AUTHORIZE the Social Service Director, or designee, to continue existing contract with Center for Applied Local Research for the amount of $30,000 to provide performance evaluation for the Living Free project through July 31, 1995. (Federal Funds) 1.57 APPROVE and AUTHORIZE the County Risk Manager to purchase Excess Liability Insurance. 1.58 APPROVE and AUTHORIZE the Director of General Services to execute a service contract with Dimensional Resources, Inc., to act as a distributor of telecommunication services to Contra Costa County for the period October 1, 1994, through September 30, 1996. (State) 1.63 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute an agreement with the County of San Mateo with a payment limit of$36,000 to reimburse San Mateo as Host County for Contra Costa County's share of Medi-Cal Administrative Claiming participation fees. (State Funds) 1.64 DESIGNATE Milt Camhi, Contra Costa Health Plan Executive Director, as the Project Director for the Medi-Cal Local Initiative and AUTHORIZE him to submit necessary documents, including timelines and invoices,to the State Department of Health Services. 1.65 ADOPT resolutions approving the extension of the Maturity of Multifamily Mortgage Revenue Refunding Bonds, heretofore issued by: (1) the County of Contra Costa for the Rivershore Apartments, Bay Point; and (2) by the Housing Authority of the County of Contra Costa for the Lakeshore Apartments, Antioch. 1.66 ADOPT resolution authorizing the defeasance of the County of Contra Costa Multifamily Mortgage Revenue Bonds (1st Nationwide Savings Program), 1984 Issue A (Contra Loma Apartments, Antioch), and actions related thereto. 1.67 REFER to the Internal Operations Committee the question of whether to re-authorize the County Library Commission, currently scheduled to sunset March 15, 1995. 1.68 AUTHORIZE restoration of County Deferred Compensation Incentive Program contributions to employees who lost eligibility due to budget caused layoffs. 1.69 ADOPT resolution designating October 24, 1994, through November 11, 1994, for the 1994 County Charity Campaign and appointing the Honorary Chairperson, Chairperson and Co- Chairperson. 9 (09-27-94) Other Actions- Continued 1.70 APPROVE the report from the Social Services Director regarding the process to make the Adult Day Health Planning Council a sub-committee of the Advisory Council on Aging and AUTHORIZE submission of a formal request to the California Department of Aging. 1.71 ADOPT Resolution approving and authorizing the issuance and sale of 1994 Tax and Revenue Anticipation Notes on behalf of the Martinez Unified School District. 1.72 DECLARE as surplus and authorize the Purchasing Agent to dispose of vehicles and miscellaneous office equipment belonging to the Moraga Fire Protection District. 1.73 APPROVE Conflict of Interest Code amendments for: Agriculture Department Central Contra Costa Sanitary District Contra Costa Transportation Authority Delta Diablo Sanitation District Diablo Water District Housing Authority of the County of Contra Costa Mt. View Sanitary District Pleasant Hill Park and Recreation District. 1.74 ADOPT budget changes for County governed special districts for 1994-1995 including designations and changes to appropriations, revenues, reserves and fund balances and AUTHORIZE the Auditor-Controller to make technical adjustments to the budget. 1.75 APPROVE plans and specifications for asbestos abatement at 1305 Macdonald Avenue, Richmond, for Social Service Department, and direct the Clerk to advertise for bids to be received on October 27, 1994. 1.76 ACKNOWLEDGE receipt of the monthly reports prepared by the construction manager for the Merrithew Hospital Replacement Project for the months ending August 15, 1994, and September 15, 1994. Housing Authority 1.77 AWARD contract for automobile liability insurance to Eaton and Eaton Insurance Brokers in the amount of $29,848 for the policy year October 1, 1994, to October 1, 1995, as recommended by the Advisory Housing Commission. 1.78 ADOPT resolution authorizing the Executive Director, Housing Authority, to execute Amendment No. 49 to the Annual Contributions Contract and all necessary documents for the approved federal fiscal year 1994, U. S. Department of Housing and Urban Development Comprehensive Grant Program, as recommended by the Advisory Housing Commission.
