SUBJECT: Status Report on Solid Waste Recycling Issues
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Request the Director of Community Development, with
consultation as appropriate from the Director of General
Services, to develop methods by which volunteers could be
used to reduce the County cost of the white paper recycling
program in central County and could assist in expanding the
program to east and west County at no additional cost, and
report his recommendations to our Committee on October 10,
1988.
2. Direct the Director of Community Development to assign the
Resource Recovery Specialist as one of his or her first
duties to work closely with the Internal Operations
Committee and departmental white paper recycling
coordinators to develop strategies to improve the
utilization of the white paper. recycling program.
3 . Request the Director of Community Development to obtain a
report on the plan presently used by the State of New Jersey
which provides for a $1. 50 per ton tipping fee for solid
wastes to be placed in a special fund to encourage recycling
programs. Those communities that show• the greatest progress
in recycling solid waste are rewarded with distributions
from this special recycling fund as an incentive to continue
to improve their recycling programs. Request the Director
of Community Development to present this report to our
Committee on October 10, 1988.
BACKGROUND:
On May 17, 1988, the Board of Supervisors approved a report from
our Committee on the white paper recycling program and the
request from the Community Development Department to expand the
program to west County. The 1988-89 County Budget contains
$10, 000 to continue the operation of the white paper recycling
program in central County.
The Community Development Department has outlined a possible
expansion of the program to serve six County buildings in west
County at an additional annual cost of $7,600. Our Committee is

not prepared to recommend the expenditure of these additional
funds unless and until we are convinced that all other methods of
operating the white paper recycling program have been explored in '
detail. We have suggested the use of volunteers. possibly from We
Care, Inc. to pick up white paper from County buildings and
transport it to a central point from which it can be sold to a
white paper recycling firm. It appears possible to us that
volunteers could even be utilized to expand the -program to east
and west County without an increase in County funds. We have,
therefore, made the above recommendations, including a request to
obtain additional information on an innovative program in New
Jersey which provides financial incentives for communities to
implement and expand solid waste recycling programs. ,
Our Committee was also , advised that Acme Landfill has paid the
$100 ,000 which is 'to be used to fund the County' s Resource
Recovery Program. The deadline for filing applications for the
Resource Recovery Specialist position is July 29, 1988. With the
money from Acme in hand, we are hopeful that the Community
Development Department will be able to hire a Resource Recovery
Specialist by September 1. This individual will have as one of
his or her initial assignments working with all County
departments ' on the . white paper recycling program, including
exploring ,ways in which the program can be expanded without
additional County cost.
