SUBJECT: County Use of Recycled Paper
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Request the Director of General Services to send his report
on the cost of recycled paper to companies which supply
recycled paper and ask for their comments on the substantial
cost of recycled paper compared with the cost of virgin
paper, and the difficulties which have been noted by
suppliers of photocopying machines with the use of recycled
paper and request that he report back to our Committee on
the comments received on October 10, 1988 at 9:30 A.M.
2. Request the Director of General Services to determine what
products are typically manufactured from recycled paper, the
extent to which the County purchases these products, the
comparative cost of these products when manufactured from
recycled paper as opposed to virgin paper, and the extent to
which he would recommend increased purchase of products
manufactured from recycled paper. Request the Director of
General Services to report to our Committee on the results
of his investigation on October 10, 1988.
BACKGROUND:
On May 17, 1988, the Board of Supervisors requested the
Purchasing Agent to determine the cost of using recycled paper
versus the cost of purchasing virgin paper and to report back to
our Committee.
On July 25, 1988, our Committee reviewed a report from the
Director of General Services indicating that the cost of recycled
paper is 30% to 40% above that of the cost of virgin paper. In
addition, the Director of General Services ' report includes
letters from several suppliers of photocopying machines
indicating that there have been substantial problems in using
recycled paper in those machines. For some reason, the recycled
paper tends to make photocopying machines jam thereby increasing
maintenance costs and decreasing productivity.
There are, however, a number of other products which are
manufactured from recycled paper. In the above recommendations

we have asked the Director of General Services to obtain comments
from the manufacturers and suppliers of , recycled paper regarding
the cost differential and the problem with using such paper in
photocopying machines. In addition, we have asked the . Director
of General Services to determine whether the- County can
economically increase its purchase of other types of supplies
which are manufactured from recycled paper. These might include
stationery, paper. cups, and .other tablets. which typically are not
photocopied.
We want to continue to pursue the use of recycled products in
order to determine the value to the .County of expending more
money in support of the white paper recycling program.
