RECOMMENDATIONS:
1. Approve the proposal submitted by the Contra Costa Child
Care Council to perform the child care broker functions of
Ordinance 88/1, and authorize staff of the Community
Development Department to negotiate a contract with the
Child Care Council, said contract to be returned to the
Board of Supervisors for further consideration and approval.
2 . Approve and authorize the Director of Community Development
to submit to the San Francisco Foundation an application for
a grant in the amount of $20,000 for the 1988-89 fiscal year
to assist in funding the above contract.
3 . Approve the allocation of $10,000 from the County Housing
Bond Trust Fund as a County match for the grant from the San
Francisco Foundation to be used in support of the contract.

BACKGROUND:
On June 28, 1988, the Board of Supervisors requested the Director
of Community Development to report to our Committee as soon as
possible on the contract with the Contra Costa Child' Care Council
for implementation of the needs assessment review pursuant to
Ordinance 88/1.
On July 25, 1988 , the Director of Community Development reported
to our Committee that discussions with the Child Care Council had
led to minor modifications in the proposal submitted by the
Council, and that the Community Development Department staff were
now recommending approval of that proposal. In addition, the
Community Development Department indicates that $10,000 can be
made available from the Housing Bond Trust Fund as the County' s.
contribution for the 1988-89 fiscal year contract with the

Child Care Council. Staff also indicated that they plan to apply
for a grant .from the San Francisco Foundation in the amount of
$20,000 for the 1988-89 ' fiscal year utilizing the $10,.000 from
the. Housing Bond Trust Fund as a County match for the anticipated
grant from the San Francisco Foundation. Discussions are also
proceeding with the development community on the possibility of
additional financial contributions from that source. A copy of
the report from the Community Development .Director is attached.
This report includes 'the letter of intent to the San Francisco
Foundation which identifies the three-year budget for the child
care broker function.
While not all funding for the 1988-89 fiscal year is secure at
this time, we believe it is appropriate to proceed with the
negotiations for a contract with the Child Care, Council. The.
Community Development Department will return that contract to the
Board for approval once all- funding for the current fiscal year
has been identified and guaranteed.
We aro pleased to see that this important part of the Child Care
Task Force' s report is nearing reality and, therefore,' urge the
Board' s approval of the above recommendations.

efforts in securing funding for implementation of the Child
Care Facilities Ordinance, i.e. , child care broker functions.
2. Recommend to the Board of Supervisors that the Contra Costa ..
Child Care Council proposal be approved as agreed to by staff
and Council.
BACKGROUND
1. Funding
The Internal Operations Committee requested a report on the
contract with the Child Care Council and on the status of the
grant applications for funding the council. Community
Development staff attended a funding workshop held by the San
Francisco Foundation on June 8 , 1988. Foundation staff
expressed an interest in participating in the funding of a
child care broker function. A letter of intent to request
funding was subsequently submitted on June 30 , 1988. We
received Foundation acknowledgement on July 7 , 1988 and also a
statement that it will take six weeks to process
(approximately August 18 , 1988 ) . (See attachments )
We have secured commitments from the development community
to participate in sponsorship of the child care broker.
Further, the Contra Costa Child Care Council has reduced its
budget by $2500 in a commitment to the provision of. child
care. In addition, we have recommended that $10 , 00 be
allocated from the County Housing Bond Trust Fun f first
year funding. To date there is participation

is pursuing other sources to complete the funding for the brokerage

2. Proposal
We reviewed the proposal submitted by the Child Care Council_ on June
20 , 1988 . We have met with Council staff for clarification on several
points and have agreed .to some minor modifications. (See
. attachments) . Werecommend that the proposal be recommended for
approval by the Board of Supervisors subject to the County
successfully obtaining funding and direct staff to prepare the
necessary contract documents.

RE: Letter of Intent - Child Care Broker
The purpose of this letter is to provide information relative to the partial
funding of a position that would act as a child care broker to assist the-
County and the private sector in addressing child care needs.
In January, . 1988 the Board of Supervisors. adopted a Child Care Ordinance. In
so adopting the Board determined that the encouragement and development of
adequate child care was a valid - role of the County. Further by working with
parents, child care providers, public officials and employers, it was
determined that child care facilities could be increased. The ordinance was
designed to address child care infrastructure requirements associated with new
residential and commercial development in the County.
In 1985 a Contra . Costa County Child Care Task Force of fifty members
representing business, government, labor and the child care .community was
constituted and charged with the task of examining the existing child care
delivery system and recommending actions that could strengthen and expand it.
A critical recommendation was the establishment of a. non profit agency to
coordinate and manage .child care services in the county. The mission of this
child care coordinating body would be to "assist in the development and
retention of licensed child care facilities in the County to meet the demand
brought about by economic growth and the increase of the single parent family.

Formed by the September, 1987 merger of two existing non-profit agencies, the
Contra Costa Child Care Council ' s primary purpose is to increase and direct
resources, to support and expand existing services, and to work with the child
care agencies and funders to realize the goals of the Child Care Task Force.
The Board of Supervisors has recognized-the Contra Costa Child Care Council as
.the child care coordinating body for the County. The Child Care Council which

is governed by a member Board of Directors, is aggressively pursuing a four-point
plan to implement its change: 1) improve the management of data, including its
collection, analysis, and dissemination; 2) improve public education and
advocacy elements by building a coalition of business, government labor,
parents and child- care providers; 3) improve staff morale by restructuring the
staff salary structure to bring it into line with similar organizations; and
4) diversifying its funding base. The agency is on track and moving ahead.
Future projects include expanding a Quality Assessment Program countywide,
building a child care affordability fund, working with chambers of commerce and
local business organizations to educate the business community about ways of
supporting employees efforts to balance work and family life, and launching a
campaign to underscore that child care is a community asset ("kids make Good
Neighbors Too! ) .
To assist the County in implementing its Child Care Ordinance the Board of
Supervisors requested the Child Care Council to 1) consider assisting the
County's Community Development Department in developing criteria for the child
care needs assessment mandated by the ordinance; 2) assist in the review of
child care supply surveys and response plans submitted by developers; and 3)
facilitate a dialogue between developers (singularly or on a collaborative
basis when appropriate) , and child care providers - the "brokerage" function.
The County Board of Supervisors and the Contra Costa Child Care Council believe
that the optimal approach is in partnership with the private sector. The San
Francisco Foundation funds would act as seed funds along with a County
contribution, to attract private sector contributions. San Francisco
Foundation Funds are sought over a multi-year period, with smaller amountseach
subsequent year.
The intent is to achieve a diversified sustaining resource base for long term
implementation. First year funding of $20,000 is sought from the San Francisco
Foundation. Second and third year funding is sought in the amount of $10,000
and $5,000 respectively. Exhibit A below provides an approximations of
prospective revenue sources and program uses.

I. Introduction
On March 29, 1988, the Contra Costa County Board of Supervisors
requested the Child Care Council to prepare and submit to the
Community Development Department for their review and submission
to (the Internal Operations.) Committee on June 20th, a proposal
whereby the Child Care Council -
o would assist the Community Development Department in the
development of criteria' for the child care needs
assessment which must be prepared by developers pursuant
to Ordinance Code Section 82-22. 806 ;
o would review the needs assessment for adequacy and

The following proposal encompasses the three areas outlined by
the Board of Supervisors plus three additional areas .
Specifically,
o A review of the Supply Surveys and Response Plans
submitted by developers in accordance with Ordinance
Code Section 82-22 . 806, and
o ' Facilitation of a dialogue between developers and child
care providers and between developers themselves when a
collaborative approach seems appropriate. (This has
been referred to as the "brokering" function)
,o Technical assistance to developers about child care in
general and compliance with the ordinance specifically.
II . Program
a. Developing the Criteria _
,✓ _ f This' effort has actually already begun. ` = To date there
f have been. two meetings between the Community
Development Department and staff of the Child Care
Council to discuss possible criteria for the
developers ' needs assessments and response plans.
However, it is apparent that additional research must
be done before final criteria can be developed .
Research would include, but not be limited to, the
following:
o The level of detail on prospective buyers developers
already generate .
o Current statistics on the number of women in two
parent households by income bracket who work outside
the home.
o The number of children whose parents work who would
be in need of out-of-home, non-relative care and
thus impact the child care delivery system.
This need not be primary research but rather would pull together
the latest thinking on the correlations between work and child
care and present it in a usable fashion.
Also some agreement will have to be reached about the level of
precision it is reasonable to expect developers to achieve in
projecting child care needs.
Once the research is completed, Council staff will work closely
with the Community Development Department to establish criteria
which make sense for both the developers and the child care
community.
b. Reviewing Needs Assessments , Supply Surveys and
Response Plans
According to the Community Development Department,.
there can be up to six years between when a developer
receives his/her application approval from the
Department and filing of the development map. A great
deal can happen in six years, especially in a field as
dynamic and changing as child care . Therefore, we
suggest a two pronged approach.
If a developer anticipates a gap of more than a year
between. the time s/he receives the approval and filing
of the map, then they would be required to do a
preliminary needs assessment and supply survey up front
and a final needs assessment, supply survey and .
response plan 90 days prior to start of construction.
or
If the developer feels that the project will move along
more quickly, s/he be required to submit the needs
assessment, supply survey and response plan all at
once.
Based upon figures provided by the Community
Development Department, we anticipate approximately one
hundred and fifty ( 150 ) needs assessments/supply
surveys/response plans to be submitted yearly.

c. Brokering Function
We believe it will be necessary for someone with child
care expertise, knowledge of the child care community
and knowledge of the ordinance to assist in "putting it
all together We envision that this child care
"broker" will -
o Provide technical assi,stance to developers in

established for the needs assessment/supply

o Develop and dissiminate to developers a list of
possible consultants they might use in doing their
needs assessment/supply survey/response plan. (We
would not make recommendations, but simply offer the
developers options)
