will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto . After

1 .43 Public Works (Plant Acquisition) :
1 . Approve additional Federal Aid for Airport Construction of
$935 , 100 and appropriate $1 ,025,500 (remainder of 10% local
match in the amount of $90,400 is included in County Airport
budget ) for improvements at Buchanan Field in accordance with
FAA application approved by the Board of Supervisors on
December 13, 1983;
2. Approve additional Federal Aid for Airport construction of
$88,650 and appropriate $98 ,500 (local match of $9,850 is
included in County Airport budget ) for site selection and
Master Plan of East County Airport .
1 .44 County Administrator (Plant Acquisition) : Approve revenue
increase of $200 ,000 from Community Development Block Grant and
appropriate these funds for rehabilitation of Rodeo Veteran' s
Hall to provide a multi-purpose center .
1 .45 District Attorney: Approve revenue increase of $121 ,317 to be
produced by the Family Support Division and appropriate $45,925
to finance three Collection Officer positions . (See Item 1 .59)
1 .46 Sheriff-Coroner: Approve revenue increase of $ 15 , 166 received
from- the Contra Costa County Housing Authority for special
crime prevention efforts and add appropriations of same amount
to provide the requested service .
1 .47 Public Works: Approve addition of Federal Disaster Aid--Road
Damage of $ 1 ,324 ,000 based on program supplements approved by
the Board of Supervisors on August 21 , 1984 and appropriate
said amount for storm damage repairs to Marsh Creek Road , Miner
Road and San Pablo Avenue .
1 .48 Social Service: Approve revenue of $80,000 from the State and
appropriate this amount for the Aid to Adults--Special
Circumstances Program.
1 .49 Auditor-Controller: Approve addition of revenue from the
Medical Insurance Trust Fund of $48 , 380 for financial admi-
nistration services and appropriate $19 ,875 to fund position
required for this purpose .
1 .50 Internal Adjustments: Changes not affecting totals for
following budget units: Sheriff-Coroner , Public Works ,
Community Services , Treasurer-Tax Collector , County Service

position to lease the Edgar Children' s Shelter to HCDS at this

29390, as recommended by the Auditor-Controller and District

Amendment No . 1 for FY 19814- 1985 to increase state and federal
funds in the amount of $ 103,998 and authorize Acting Director ,
Office on Aging to execute said Amendment; no County funds are
required .
1 .81 APPROVE County Plans for Refugee Targeted Assistance and
Refugee Resettlement Program Services; certify their compliance
with State Office of Refugee Services Guidelines and Final
Rule as Targeted Assistance requirements and implementation
guidelines; and authorize Director , Social Services Department ,
to execute appropriate contracts with the State and administer
Targeted Assistance Project request for proposal or invitation
for bid process .
1 .82 REPORT from County Adminis.trator recommending that a policy be
adopted that requires that every employee in a position to
maintain accountability or custody of valuable or movable
assets shall rotate off their position for at least one week
each year .
1 .83 ACCEPT restricted monetary gift of $ 13, 194 from Country Club at
Blackhawk Improvement Association , Inc . , and AUTHORIZE the
County Sheriff-Coroner to provide additional police service to
the Blackhawk territory located in Zone A of County Service
Area P-2 for the period September 11 , 1984 to January 31 , 1985.
1 .84 AUTHORIZE an increase in the revolving fund for Mt . Diablo
Municipal Court from $580 to $755 (increase of $275) as recom-
mended by the Auditor-Controller .
1 .85 ACCEPT a Quitclaim Deed from and approve a Right of Way
Contract with the Pacheco Town Council for property located at
110 Center Avenue , Pacheco and authorize payment of $2,500 to
the Pacheco Town Council for any interests they may have in
said property; also adopt a resolution recognizing the contri-
butions of the Pacheco Town Council .
1 .86 ADOPT resolution conditionally providing for the issuance of
bonds , in an amount not to exceed $6,000,000 to finance con-
struction of a rental housing project in the City of Antioch;
said project to be owned by Contra Loma Associates .

1 .87 APPROVE report from Director , Community Services Department and
response to September 11 , 1984 Board referral regarding August
23, 1984 Regional Inspector General for Audit , Department of
Health and Human Services transmittal of audit report of cer-
tain CY 1983 Head Start grants and forward said response to
Department of Health and Human Services .
1 .89 AUTHORIZE charges to County Fire Protection Districts and the
Contra Costa County Flood Control and Water Conservation
District for legal services provided by County Counsel with
financing provided to the districts from the Special District
Augmentation Fund in accordance with August 20, 1984 recommen-
dation from County Administrator for use of said fund .
HOUSING AUTHORITY
1 .90 AUTHORIZE Chairman to sign contract between the Authority and
Contra Costa County under the terms of which the County
Sheriff' s Department will provide supplemental police services
for Authority Housing projects in the North Richmond and Rodeo
areas , as recommended by the Advisory Housing Commission .
