Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.

GRANTS & CONTRACTS
1. 32 AUTHORIZE Director , Private Industry Council, to execute
Vocational Training Agreements with 28 vocational training
institutions to provide training to eligible enrollees under
the JTPA Individual Referral Program, for the period October 1,
1983 to June 30, 1984 subject to Governor ' s approval of the
County JTPA Transition Plan and approval by County Counsel as
to legal form.
1. 33 AUTHORIZE Director , Private Industry Council, to execute Job
Training Partnership Act (JTPA) Title II contracts with certain
existing service deliverers in amounts specified for the period
October 1, 1983 through June 30, 1984 subject to approval by
County Counsel as to legal form.
1. 34 AUTHORIZE Chairman, to execute Job Training Partnership Act
(JTPA) Title III contract with the California Employment
Development Department in the amount of $200, 000 for the period
September 26, 1983 to September 25, 1984 to provide short-term
training and supportive services to dislocated workers in
Contra Costa County (Dislocated Workers Program) .
1. 35 APPROVE execution of Unpaid Student Training Agreement with San
Francisco State University to provide speech and language
screening for Head Start enrollees for the period September 30,
1983 to December 30, 1984, at no County cost; and authorize
Director , Community Services Department, to execute Unpaid
Student Training Participant Agreements with individual
students.
1. 36 AUTHORIZE the Chairman to execute an Amendment to Lease with
Ivan Goyak, et al, for additional improvements for the premises

1. 44 AUTHORIZE attendance of the 20-member Private Industry Council
of Contra Costa County at the State Job Training Coordinating
Council Job Training Partnership Act Orientation Conference in

1. 45 AUTHORIZE payment by County Auditor-Controller of pro-rata
attorney fees for Supplemental Security Income recoveries for
General Assistance clients, as recommended by the County

1. 46 RATIFY actions of Executive Director , Contra Costa Health Plan
in executing on behalf of the county thirteen (13) individual
health plan enrollment contracts covering a total of 24
individuals.
1. 47 ADOPT resolution authorizing the issuance and sale of mortgage
revenue bonds in an amount not to exceed $14, 000, 000 (to
finance the Cedar Pointe multi-family rental housing project,
San Ramon) , approving the form of various documents related
thereto and authorizing the Director of Planning and/or County
Administrator to take such actions as are necessary to consumate
the bond issuance.
1. 48 AUTHORIZE the County Auditor-Controller to issue warrants
totaling $364. 25 to 6 individuals for reimbursement of loss of
personal property while in the custody of the county, as recom-
mended by the County Sheriff-Coroner .
1. 49 AMEND Resolution 83/826 (June 7, 1983) designating facilities
for treatment of mentally ill and mentally disordered persons
to include designations of Walnut Creek Hospital and East Bay
Hospital.
1. 50 ADOPT order making additional appointments to the Contra Costa
County Disaster Council.
1. 51 ACCEPT audits of the Community Services Administration Program
for the period March 1, 1982 through December 31, 1982 and the

the Corps of Engineers regarding any conditions which the County

tion of white bass into the Delta, and advising that a fish

advising that their office in Pittsburg is overcrowded and they
are looking for an existing building or a build-to-suit facility
of approximately 9,000 square feet within the city limits of
Antioch and Pittsburg.
3. 3 LETTER from Mayor , City of E1 Cerrito, expressing the city' s
concurrence with the recommendations made by the Economic
Development Task Force with respect to economic development in
the County, requesting that the efforts and resources of the
County be directed towards the west and east sections of the

Cerrito area.

September 27, 1983 proposal for leases with Buchanan

2. 2 DEFERRED decision on the recommendation of the Public
Works Director that the Board not lease a portion of the
.County' s Blum Road property to the Martinez Pee Wee
League for use as two baseball fields inasmuch as the
Board is being requested to consider the sale of said
property.
2. 11 APPROVED amended conditions of approval for LUP 2203-75
following appeal of Knox La Rue (owner) from County
Planning Commission Conditions 14, 16, 18, 19 and 20
imposed following its five-year review, including
changing initial compliance review period to 3 years
instead of 5, approving 46 foot tower height limit, and
setting November 1, 1983 as date for completion for
Conditions 3, 17, 20 (C) and 25.
The Board also REQUESTED County Counsel and the Planning
Department staff to review the County Ordinance
governing administrative appeals which are heard by the
Board and researched by staff without charge to the
appellant.
