Commission with respect to the application filed by the
Hofmann Company (2551-RZ) to rezone land from General
Agricultural District (A-2) to Retail Business District
(R-B) in the Oakley area. If the rezoning application
is approved, introduce ordinance, waive reading, and fix
September 13, 1983 for adoption.
Hearing on proposed ordinance on campaign reform

Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard. when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.

Committee meetings are held in Room 105, the James P. Kenny
Conference Room, County Administration Building, Martinez.
The Internal Operations Committee (Supervisors N. C. Fanden and
T. Powers) meets on the first and third Mondays of the month at 9: 30 A.M. ;
however , the Committee will not meet on September 5, 1983, Labor Day.
The Finance Committee (Supervisors T. Torlakson and S. W. McPeak)
meets on the second and fourth Mondays of the month at 9: 30 A.M. ;
however , the next meeting of the Committee will be on August 29,
1983 at 9: 30 A.M.
The Water Committee (Supervisors S. W. McPeak and T. Torlakson)
meets on the first Monday of the month at 3: 00 P.M.

X. 4 (Public Works) APPROVED Plans and Specs and FIXED
Sept. 22, 1983, to receive bids for slide repair of
Pinehurst Road, Moraga area.
X. 5 (Public Works) FIXED Sept. 13, 1983, at 10: 30 a.m. for
hearing on landslide abatement on Barbados Drive,
San Ramon area; and
APPROVED temporary construction permit from Doris C.
Wiedemann for Barbados Drive slide repair project.
X. 6 (Public Works) APPROVED consulting services agreements
with Hodges & Shutt, Aviation Planning Consultants, for
(1) site selection and master plan preparation for new
East County Airport; and (2) preparation of plans and
specifications for various operational improvements at
Buchanan Field.
X. 7 (Torlakson) ADOPTED a resolution expressing concern as
to potential harm to the Delta by the introduction of
predatory white bass into the San Joaquin River as a
result of the draining of Tulare Lake; AUTHORIZED the
Chair to execute letters to the State Water Resources
Control Board, State Department of Water Resources, the
State Department of Fish and Game, and the Army Corps of
Engineers, (with copies to the County' s Legislative
Delegation and Cressey Nakagawa) , requesting answers to
questions relative to what authority is Reclamation
District No. 749 allowed to proceed with the draining of
Tulare Lake and the dredging of the Kings River , and how
will the Delta be protected from the introduction of
white bass. '
X. 8 (Torlakson) REQUESTED Public Works staff to continue to
provide engineering data to the task force studying
traffic/transportation problems in east county, par-
ticularly along Highway 4; also REFERRED to the
County Transportation Committee and the countywide
Transportation Commission the issue of transportation
problems along the Highway 4 corridor .
X. 9 (Powers) REFERRED to the Private Industry Council of
Contra Costa County letters from the Manpower Services
Director , City of Richmond, and Chairman of the Board of
Directors, Southside Community Center , appealing the
decision of the Private Industry Council of Contra Costa
County relative to said City' s JTPA proposal.
REFERRED to the Private Industry Council of Contra Costa
County and the Director of the Contra Costa County Private
Industry Council a request from the City of Richmond
that linkages be established with the staff of the
Richmond Manpower Department and the Richmond Private
Industry Council in order to promote a coordinated
effort without duplication of job placement/training
activities.

X.10 (Fanden) ADOPTED reports of the Planning and Public
Works Departments relative to proposed Subdivision #6307,
Park Glen Estates, and DIRECTED staff to transmit same
to the City of Richmond.-
X.11 (Planning) DECLARED its intent that on September 20, 1983,
the hearing on the appeal of L. E. Wisenberg Jr. from
County Planning Commission denial of application for
Development Plan 3024-82 and tentative map of
Subdivision 6013, Bethel Island area, will be continued
to October 11, 1983.
X. 12 (Public Works) REFERRED to the Public Works Director
for report on September 13, 1983, request from Peter
Frumenti for relief of the condition of development for
Subdivisions 5426 and 5294 requiring the installation of
an electric traffic signal on Taylor Blvd. prior to
issuance of any building permits.
X. 13 (Schroder) APPOINTED Ivan M. Allen and William E. McLaughlin
to the Board of Commissioners, Tassajara Fire Protection
District.
X. 14 (Schroder) APPOINTED Juanita B. Whitney, James C. Stone,
and Roderick M. Stevenson as Commissioners to the San
Ramon Valley Planning Commission.
