Hearing on proposed budgets for County Special Districts
(including Fire Protection Districts) for 1983-84 Fiscal
Year and also to consider allocation of Special District

All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enact'e3 by_one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC_ HEARING
will be heard when the Chairman calls for comments from those-per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.
Committee meetings are held in Room 105, the James P. Kenny
Conference Room, County Administration Building, Martinez.
The Internal Operations Committee (Supervisors N. C. Fanden and
T. Powers) meets on the first and third Mondays of the month at 9: 30 A.M. ;
however , the Committee will not meet on September 5, 1983, Labor Day.
The Finance Committee (Supervisors T. Torlakson and S. W. McPeak)
meets on the second and fourth Mondays of the month at 9: 30 A.M. ;
however, the next meeting of the Committee will be on August 29,
1983 at 9: 30 A.M.
The Water Committee (Supervisors S. W. McPeak and T. ..Torlakson)
meets on the first Monday of the month at 3: 00 P.M.
The Recycling Committee (Supervisors N. C. Fanden and
T. Torlakson) meets on the third Wednesday of the month at 12: 30 P.M.
in the Conference Room of the City of Martinez, 525 Henrietta Street.

Foster Family Home Care which includes standardized schedule

Protection portion of the Community Facilities Element of the

2. 5 LETTER from Chief, Contracts Bureau, State Department of Social
Services, advising that the recently passed State budget
contains language extending the time frames for projected

September 1, 1983 in order to have full-year contracts. REFER TO
COUNTY WELFARE DIRECTOR
2. 6 LETTER from Director , State Employment Development Department,
advising that SB 73, an amendment to the Family Economic
Security Act, has been signed into law, and further advising
that due to this new legislation, the Private Industry Council
membership categories have been expanded, and requesting that
all membership positions be filled by September 15, 1983 to
permit program to begin on October 1, 1983. REFER TO DIRECTOR OF

2. 7 LETTER from Chief, Job Training Partnership Office, State
Employment Development Department, advising that the proposal
submitted by the County for consideration under the Dislocated
Worker Program has been selected for funding upon negotiation of
an acceptable subgrant agreement, and further advising that the
assigned Field Representative will be contacting the County to

that applications for grant funds are being accepted from
counties impacted by off-highway vehicles and that the applications

2. 10 LETTER from President , League of Women Voters of Diablo Valley,
requesting that the continuation of the public hearing on the
Campaign Reform Ordinance be rescheduled for September in order

that all Board members be in attendance at all public hearings

2. 11 REPORT from Health Services Director , in response to Board order
of July 26, 1983, proposing an expanded marketing plan for the
Contra Costa Health Plan and describing how a shared-risk pool
might be implemented in order to more equitably share the costs
of providing health care to indigents among all hospitals in the

California, advising that after the required public hearing, the
decision has been made to approve the use of a new ballot card

3. 2 LETTER from Director , State Department of Aging, forwarding the
Department' s position with respect to the Board' s objection to
the requirement that the Office on Aging have a nutritionist
consultant in addition to the project nutritionist.
3. 3 LETTER from Alletta DIA. Belin, attorney representing the
Colusa-Arlington Neighborhood Association, notifying the Board
of their intention to commence an action to set aside the
decisions of the Board with respect to the rezoning of Colusa
Circle, Kensington area.

request for support of amending SB 4, advising that no formal
position will be taken until further information is received
from the League of California Cities regarding its analysis and
position on the bill.

final consideration of S. 137, the provision to continue tax-
exempt bonds was deleted; however , separate legislation (HR
1176, pending in the House of Representatives) would repeal
the sunset provision of the Mortgage Revenue Bond Act and allow
the bonds to continue to be issued for single family homes.
3. 6 LETTER from Congressman George Miller advising that the House of
Representatives has adopted legislation reauthorizing the revenue
sharing program for an additional five years with a 16% increase
in the annual funding level and thanking the ,Board for their
support.

Services Department proposal for use of Supplemental Community
Services Block Grant funds and its linkage with economic development

with Arthur Andersen & Assoc. to conduct a study to
