Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.

1.61 ADOPT resolution establishing goal of awarding at least 20 per-
cent of dollar value of modernization contracts to minority
business enterprises as required by HUD regulations and recom-
mended by the Advisory Housing Commission.

amount of $5,728.97 for the Conventional Program for the
quarter ending June 30, 1983, as recommended by the Advisory

Representatives has approved an Appropriations Committee report
limiting BART' s use of 1984 Transportation Appropriations bill
funds to the original -BART service area; ' and further advising
that the House has passed legislation increasing the amount of
financial assistance for repair of flood damaged highways.

public comment was taken by the County Planning Commission with

extensive "and aggressive marketing program to increase
enrollment in the County' s HMO--a preliminary outline to

include data on group enrollments and population to be

Services Director to provide information on what would
be the most feasible financial shared-risk pool with
other institutions for providing health services to the
poor ; and DIRECTED staff to write a letter to the
Alameda-Contra Costa Health Systems Agency (HSA)
requesting the HSA to review the applications of other
providers in terms of a priority system in accordance
with demographic utilization data, projections for
future bed needs, analysis of health care needs and
health care costs (capital investments and certificates
of need) .
D. FINANCE COMMITTEE REPORTS - APPROVED recommendations regarding:
D1. APPOINTED 20 individuals to the Contra Costa County
Private Industry Council (PIC) ; AUTHORIZED the Chairman
to execute applicable documents requesting State
certification of said PIC membership in the County
Service Delivery Area (SDA) ; and APPROVED certain
expenses relating to attendance at Orientation Session at
Skyline College, San Bruno.
D2. Control of water hyacinths in the Delta - APPOINTED
Dave Okita, Public Works Dept. , as the County contact
person to coordinate the water hyacinth control
program with the State Water Resources Control Board;
and took other actions relative to the monitoring of the
use of 2, 4-D and the legality of using Rodeo for the
control of water hyacinths; and also REFERRED this
matter to the Water Committee.

on behalf of Contra Costa County an amendment to a
