HomeMy WebLinkAboutRESOLUTIONS - 01011962 - RES-616 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Basis for preparation of the County ; 4 6 Preliminary Budget for the RESOLUTION NO. b fiscal year 1962-1963. WHEREAS the expansion and increasing complexity of the financing of County governmental functions make budget considera- tion more difficult and onerous each succeeding year; and WHEREAS it is considered desirable to streamline the present County budget procedure so that the Board of Supervisors may continue to make careful analyses of preliminary budget re- quirements and do so in a length of time such that the issuance of the County preliminary and final budgets is not delayed; NOW, THEREFORE, on motion of Supervisor Linscheid, seconded by Supervisor Kenny, the County Administrator, in cooperation with the County Auditor-Controller, is ordered to take action as follows : 1 . Obtain and consolidate in proper form all budget requests of departments . 2. Discuss with department heads the reasons for and the amount of their budget requests . 3. Prepare a recommended budget in which attention is focused on: (a) Significant changes from the budget of the previous fiscal year and the reasons therefor; (b) Matters for Board policy determination in terms of new or expanded programs; ( c) Descriptive narrative material explaining the budget requests of each department; and (d) Budget items on which department heads and the County Administrator do not concur and to which the Board should give specific attention. AND BE IT BY THIS BOARD FURTHER ORDERED that the budget document described in this order be prepared for issuance by the County Administrator prior to the beginning of the new fiscal year in such form that it can be made available to interested citizens and groups so that they may better understand the financing of County activities .
