In the Matter of Hearing on
proposed plan of the San RESOLUTION NO. 2
Francisco Bay Area Rapid
Transit District .
This Board having on November 30, 19061, continued the
hearing on proposed plans of the San Francisco Bay Area Rapid
Transit District to this date, the Board proceeds with the
hearing; and the following persons appear with reference to the
proposed plans :
Mr . Harry L. Morrison, Jr . , Director of the San
Francisco Bay Area Rapid Transit District, who re-
ferred to a proposed amendment to the District Act
which would provide for protection of rights of way
for future extensions . He particularly referred to
extension of the route to Antioch, and reported that
the Directors representing Contra Costa County be-
lieve there will be funds available within the next
year or two to allow both engineering and construc-
tion of these lines into the eastern area,
Mr. John M. Peirce, General Manager of the District,
who read a prepared statement with reference to steps
taken with respect to the projected regional rapid
transit district and on the current status of the
plan now before the Board of Supervisors . In the
statement it is noted that at the December 14, 1961,
meeting of the Board of Directors the specific modi-
fications requested by the Board of Supervisors of
Contra Costa. County (1 . Alternate Route C shall be
followed in the Walnut Creek-Lafayette area of Contra
Costa County; and 2 . No storage maintenance yard shall
be located in the Walden area of Contra Costa County)
were unanimously approved so that these changes are
now incorporated in the plan before the Board of Super-
visors .
Mr. Peirce also answered questions asked by the various
supervisors with regard to the action taken by some of
the other county boards of supervisors who are included
within the Bay Area Rapid Transit District and with re-
gard to the cost involved in any proposal which would
provide for the building of subways in the El Cerrito-
Albany area, the financial aspects of the proposed rapid
transit system insofar as anticipated patronage, Federal
aid, and the timetable for adoption or rejection of the
proposed plans, the possible amendment to, or modifica-
tion of, in the event some of the counties do not parti-
cipate, etc .
RESOLUTION NO. 2
Mr. L. M. Wickliffe, Legislative Representative of the
Order of Railway Conductors and Brakemen, who spoke in
opposition to the present plan for rapid transit .
Mr. Wickliffe spoke of present railway lines running
through Contra Costa County and connecting in Oakland,
and running through Alameda County and connecting with
the Western Pacific main line . He also questioned the
safety of the proposal of the rapid transit trains
starting at 90 second intervals;
Mr. Donald Reichert, 1053 Laurel Drive, Lafayette, on
behalf of 300 petitioners residing in the central
Lafayette area (Valley View Estates and vicinity of
Lafayette), who spoke in opposition to Route C north
of the freeway through Lafayette into Walnut Creek.
Mr. Reichert recommended approval of Route A as origi-
nally proposed by the San Francisco Bay Area Rapid
Transit District;
The Clerk noted that a. communication had been received
from the American Institute of Architects, East Bay
Chapter, recommending approval of the rapid transit
proposal, and a copy of a petition dated December 9,
1961, addressed to the El Cerrito City Council and signed
by approximately 40 El Cerrito residents, protesting
proposed use of the Santa Fe Railroad right of way; and
This Board having considered said. matter, Supervisor
Kenny moved that the hearing be continued for 30 days . The motion
was seconded by Supervisor Nielsen. The vote on the foregoing
motion was as follows :
AYES: Supervisors James P. Kenny, Mel F. Nielsen,
NOES: Supervisors Thomas John Goll, Edmund A.
Linscheid, Joseph S. Silva.
ABSENT: None .
Thereupon, Supervisor Linscheid moved that the hearing
be closed, the decision to be made January 2, 1962, at 2 p .m.
The motion was seconded by Supervisor Coll, The vote on the fore-
going motion was as follows :
AYES: Supervisors James P. Kenny, Niel F. Nielsen,
Thomas John Coll, Edmund A . Linscheid,
Joseph S. Silva..
NOES : None .

WHEREAS, this Board having on December 12 , 196 1 ,,
awarded a contract to Gravelle & Gravelle, Z033 Canyon Drive, Fair
Oaks, for the clearing of the right of way for the "B V router of
the Bear Creek Road Relocation; and
WHEREAS, an agreement dated December 26 , 1961 , be-
tween the County of Contra Costa and t e con rac or, whereT said
. contractor agrees to furnish all labor and materials necessary for
said work, and two surety bonds, No. 1562313 , each in the
