CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Report on
Board ' s Special Review
Committee on Civil Service RESOLUTION No-Organization and Procedures . 5 2 2
This Board having heretofore appointed. a Committee to
Review Civil Service Organization and Procedures; and
Said Committee having filed with this Board its report
dated December 12, 1961, which contains a recommendation to this
Board for appointment of a six-member personnel committee each
member to be allowed one alternate to serve in his absence), said
committee to consist of the following:
Chairman of the Board of Supervisors;
County Administrator;
Director of Personnel;
One representative from each employee group:
Allied Hospital Employees, Local 251;
Contra Costa County Employees Association,
Local 1675,
Contra. Costa County Employees Union,
Local 302, AFL-CIO;
and for the abolishment of the Health and Welfare Committee and the
Committee to Review Civil Service organization and Procedures, upon
activation of the six--member personnel committee; and
This Board having fixed this day for consideration of said
report, the following persons appear:
Mr. Robert L. Condon, Attorney for the Allied Hospital
Employees, Local 251, who filed. a Concurring and Dis-
senting Report from the Board' s Special Review Com-
mittee on Civil Service Organization and Procedures,
in which he (1) concurs in the recommendation that
there be created a six-member personnel committee
under the conditions set forth in the report and that
the existing Health and Welfare Committee be abolished,
and. (2) dissents from some of the views of the report
and makes certain recommendations (report on file) ;
Mrs . Maxine Johnson of the Allied Hospital Employees,
Local 2J1, Mr. Clifton Chaney the Contra Costa
County ployees Union, Local %2, Mr. Ed Irwin of
the Contra Costa. County Employees Association,
Local 1675, and Mr. Tony Canatta, member of the
Committee, who all made suggestions as to what au-th-
ority should be given to the proposed six-member
personnel committee and various items which the com-
mittee might, to good advantage, discuss;
County Administrator J. P . McBrien who also noted matters
of interest to management and to employee groups which
could be considered by the proposed committee;
Mr. E. A . Lawrence, Building Maintenance Superintendent,
who noted that the unions to which his skilled laborers
belong enjoy cordial relations with the Civil Service
Commission; and
The Board, thereupon, considered the recommendations of the
Committee to Review Civil Service Organization and Procedures and to
the written recommendation presented by Mr. Condon; and
On motion of Supervisor Kenny, seconded by Supervisor
Linscheid, IT IS BY THIS BOARD RESOLVED that the recommendations of
the Committee to Review Civil Service Organization and Procedures
be and the same are hereby approved and the following six-member
personnel committee each member to be allowed one alternate to
serve in his absence be and the same is hereby appointed:
Chairman of the Board of Supervisors;
County Administrator;
Director of Personnel;
One representative from each employee group:
Allied Hospital Employees, Local 251;
Contra Costa. County Employees Association,
Local 1675,
Contra Costa. County Employees Union,
Local 302, AFL-CIO.
IT IS FURTHER RESOLVED that the Health and Welfare Com-
mittee and the Committee to Review Civil Service Organization and
Procedures be and the same are hereby abolished, also as recom-
mended in the report of the Committee to Review Civil Service
Organization and Procedures .
IT IS FURTHER RESOLVED that in effecting the abolishment
of the Health and Welfare Committee all of its duties and preroga.--
tives be and they are hereby transferred to the six-member personnel
committee this day appointed.
PASSED AND ADOPTED this 19th day of December, 1961, by the
following vote of the Board:
AYES: Supervisors James P . Kenny, Mel F. Nielsen,
Thomas John Coll, Edmund A. Linscheid,
Joseph S. Silva .
NOES: None .
ABSENT: None .
