WHEREAS, the need for the development of new roads and the maintenance of existing roads is becoming an increasingly serious problem in Contra Costa County, and WHEREAS, funds to meet highway requirements are inadequate, and WHEREAS, property tax levies for local governmental ser- vices are becoming increasingly onerous, particularly those taxes levied by autonomous special districts, NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED that all sales tax revenues accruing to the County be and are hereby earmarked for highway purposes inclusive of highway construction and maintenance, right of way acquisition, and highway bond principal and interest payments. PASSED AND ADOPTED this 8th day of August, 1961, by the following vote of the Board: AYES: Supervisors James P. Kenny, Mel F. Nielsen, Thomas John Coll, Edmund A. Linscheid, Joseph S. Silva.
