CONTRA COSTA COUNTY:, STATE OF CALIFORNIA
In the Matter of Declaration
of Policy for the Program for
Community Improvement. RE'StJL`tJT[CJN NO. ISO
WHEREAS, the Board of Supervisors wishes to guide and
control the development of Contra- Costa County so that it will
be a desirable and appealing county in which to live; and
WHEREAS, the Board of Supervisors has primary
jurisdiction over the unincorporated portions. of Contra Costa.
County in which approximately 200,000 people live; and
WHEREAS the elimination and prevention of urban
decay is essential to the development and maintenance of
desirable communities and living conditions within the county;
and
WHEREAS, the development of a Program for Community
Improvement (Workable Program) is a means by which a community
can muster its resources and energies for the elimination of
slums and blights and for the development of satisfactory hous-
ing and desirable neighborhoods; and
WHEREAS, to further its objective of development and
maintenance of satisfactory housing and desirable living con-
ditions in Contra Costa County for all residents of the unincor-
porated territory of Contra Costa County a. Workable Program was
prepared and submitted in June of 1960; and
*MREAS said Workable Program was certificated by the
Housing and Home finance Administrator for the year commencing
August 1, 1960; and
WHEREAS, significant progress has been made during the
past year under the Program for Community Improvement to wit:
the adoption of a Housing Code and certain other ordinances, the
activation of a Citizens Advisory Committee, the activation of
an advisory committee on Housing and Building Ordinances, the
development of understanding and support for the Workable
Program and the initiation of action under other elements of
the WorLble Program; and
WHEREAS, the basic objectives of the Program for
Community Improvement for the year commencing August 1, 1961
remain the same as for the current year; and

WHEREAS, more progress on the Program: for Community
Improvement is anticipated during the twelve months period
beginning August 1 1961 to wit: intensification of efforts
for the removal and/or improvement of blighted housing, review,
of various building codes and ordinances, coordination of county
plans with any that may be recommended by the Association of Bay
Area Governments and other regional agencies, consideration of
the provision of public facilities through bond financing in-
tensification of efforts on neighborhood and analysis, and review
of administrative machinery for coordinating the Workable Program;
NOW, THEREFORE, BE IT RESOLVED that the Board of Super-
visors of Centra Costa, County does hereby reiterate its interest
and concern for the prevention and elimination of slums and blight
in the unincorporated territory of Contra Costa. County; and
BE IT FURTHER RESOLVED that it reiterate its interest
and concern for recertification of the Program for Community
Improvement for the year commencing August 1, 1961; and
BE IT FURTHER RESOLVED that it approve this resolution
as its official declaration of policy for the Program for Community
Improvement for the period commencing August 1, 1961.
The foregoing resolution was adopted this 27th day of
June, 1961. by the following vote of the Boards
AYES: Supervisors James P. Kenny, Mel F. Nielsen,
Thomas John Call, Edmund A. Linscheid, Joseph
S. Silva.
