CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Platter of Policy with
reference to coverage of re-
tired County employees under RESOLUTION filo. 6 8
the County Health and Welfare
Plan.
WHEREAS, the Centra Costa County Board of Supervisors
is concerned about the welfare of retired County employees who
have 'financial difficulty in obtaining proper medical care; and
WHEREAS, it has been determined to be legal to allow
retired County employees to continue to have coverage under the
County Health and Welfare Plan provided that they pay the pre-
mium required for participation in said plan; and
WHEREAS, legislation permitting the County to contri-
bute to the premium required to include retired County employees
under said plan is now pending and appears to be assured of pas-
sage;
NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED as fol-
lows :
1 . County employees who are participants in the
County Health and Welfare Plan at the time of
their retirement shall be permitted to con-
tinue under said plan provided they wish to
do so and are willing to pay the full premium
required under said plan.
2. The effective date of this County policy shall
be June 1, 1961, provided that such arrange-
ments can be made with the carriers providing
Health and Welfare coverage for county employees .
3. The effective date of this County policy shall
be made the first day of the earliest subsequent
month if June 1, 1951, is determined to be im-
practicable as an effective date .
4. Employees who have retired prior to the effec-
tive date of this policy shall not be granted
the coverage .

5. Consideration shall be given to County contri-
butions to the premiums paid by retired employees
who are eligible for coverage as set forth above,
on the same scale applicable to regular employees
when the necessary enabling State legislation has
been made effective .
BE IT FURTHER BY THIS BOARD RESOLVED that the matter
be referred to the Director of Personnel for study and that he
is hereby instructed to contact the carriers and report upon
this matter at the earliest practicable date.
PASSED AND ADOPTED this 15th day of June, 1961, by the
following vote of the Board:
AYES: Supervisors James P. Kenny, Mel F. Nielsen,
Thomas John Coll, Edmund A. Linscheid, Joseph
S. Silva.
