HomeMy WebLinkAboutRESOLUTIONS - 10172007 - RES-135 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of An Equit abl e Distribution of Program Costs in the Aid to Needy Children RESOLUTION NO.135 Program. WHEREAS, HR 4884 has now been signed by President Kennedy, and WHEREAS) this provision has as its purpose expansion of the Aid to Needy Children program to include children in need be- cause of the unemployment of a parent, and WHEREAS, enactment of enabling legislation by the State Legislature would activate said expanded program in California with an estimated cost increase in Contra Costa County of approxi- mately #300,000 in County funds, on the basis of the current finan- cial distribution formula of 62.5% State funds and 32.5% County funds after deduction of the Federal share, and WHEREAS, such additional cost would impose a severe finan- cial burden on the ad valorem taxpayers of the counties, and WHEREAS, the current cost sharing formula in use in the Old Age Security and Aid to the Disabled programs, i.e., six-seventh State funds and one seventh County funds after deduction of the Federal share has long been looked upon as an equitable distribu- tion of program costs. ' NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Centra Costa County is not opposed to the implementation in California of the provisions of HR 1.8$4 which provides for the ex- pansion of Aid to Needy Children to include children of unemployed parents, but BE IT FURTHER RESOLVED that said Board of Supervisors does express opposition to the current cost distribution of 62.5% State funds and 32.5% County funds after deduction of the Federal share, and urges that said formula be revised by the State Legisla. ture in such manner as to bring said formula into cgnformity with that currently used in the Old Age Security and Aid to the Dis- abled programs, and RESOLUTION NO. 135 BE IT FURTHER RESOLVED that copies of this Resolution be dispatched to the Honorable Edmund G. Brown, Governor of the State of California, and to Senator George Miller, Jr., Assembly- man Jerome R. Waldie, and Assemblyman John T. Knox. The foregoing resolution was passed and adapted this lst day of June, 1961, by the following vote of the Board: AYES: Supervisors James P. Kenny, Mel F. Nielsen, Edmund A. Linscheid, Joseph S. Silva. NOES: ,None. ABSENT: Supervisor Thomas John Coll. 3
