HomeMy WebLinkAboutRESOLUTIONS - 05161961 - RES-102 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Expression of Opposition to Further } Liberalization of Social } Welfare at the Federal ) REE$QL.UTION N0. 02 Level. } WHEREAS, the present Social Security Law provides that before any child can oualify for assistance under the Aid. to Dependent Children pro=gram that child must have resided in the state for one year immediately preceding the application for aid, or that the parent or other relative with whom the child is re- siding has lived in the state for one year preceding the birth of such child; and WHEREAS, the present law in the field of social wel- fare imposes, in addition to the aforementioned residence re- quirement covering the Aid. to Dependent Children program, other residence requirements affecting additional welfare: programs which must be adhered to before any aid is ,granted; and WHEREAS, there is a movement afoot necessary to liberalize said residence requirements as well as other areas of eligibility in the field of social welfare; and WHEREAS, it was specifically recommended by the President's Advisory Council on Public Assistance established in 1959 by the Secretary of Health, Education and Welfare that ,state residence requirements in the field of welfare are "inconsistent with the high degree of national interest reflected by the extent of federal participation in the public assistance program and that this imposes a financial hardship upon welfare recipients"; and WHEREAS, this Board of Supervisors is interested in extending aid to these in need, and it is the Board's opinion that present eligibility requirements are adequate to take care of the needs of those who are entitled to assistance; and WHEREAS, further liberalization in the field of wel- fare would result in economic havoc to the various states, and WHEREAS, this Board is of the opinion that HR 4884 is the only liberalization of the social welfare program which would benefit the welfare recipients and the public at large; RESOLUTION NO. 0 Oi✓ NOW, THEREFCRE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa, State of California, hereby expresses strong opposition to the further liberaliza- tion of residence and other eligibility requirements in the welfare field at the federal and/or state level with the ex- ception of HR 4884; and BE IT FURTHER RESOLVED, that the Board of Supervisors urges its representatives in the United States Congress to do everything vdthin their power to protect and support the wel- fare of the people as a whole by opposing such liberal legis- lation which would weaken the economic and moral structure of our country; and BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the Honorable John F. Baldwin, Sixth District Representative in Congress, and to other members of Congress from California as well as to the Honorable Thomas Xuchel and Clair Engle, United States Senators from California. The foregoing resolution is passed by the following vote of the Board: AYES: Supervisors James P. Kenny, Niel F. Nielsen, Thomas John Coll, Edmund A. Linscheid, Joseph S. Silva. NOES: None.
