WHEREAS, there has been indicated a need for a firm policy on the matter of overtime pay to county employees during the exist- ence of a State of Disaster or State of Extreme Emergency so de- clared by the Board of Supervisors and/or the Governor of the State and during the duration of disaster exercises or tests authorized by the Board of Supervisors; and WHEREAS, it is considered a responsibility of local gov- ernment to have its work force in a reasonable state of readiness through training for these possible conditions; and WHEREAS, State law requires that all county employees are official Civil Defense and Disaster workers; and WHEREAS, it is considered that work performed by county employees during an officially declared State of Disaster or Ex- treme Emergency is a condition of employment; NOW, THEREFORE, BE IT RESOLVED that overtime pay is not authorized to county employees during an officially declared State of Disaster or Extreme Emergency; and BE IT FURTHER RESOLVED that compensation for overtime as provided in the county salary ordinance is authorized to county em- ployees required to work extra hours when Civil Defense and Disas- ter Test Exercises are conducted if participation, in such exercises is authorized by the Board of Supervisors . PASSED AND ADOPTED this 2nd day of May, 1961, by the follow- ing ollo—ing vote of the Board: AYES. Supervisors James P. Kenny, Mel F. Nielsen, Thomas John Coll, Edmund A. Linscheid, Joseph S. Silva.
