OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Support of
Senate Joint Resolution 36
of the California Legislature,
which bill urges Congressional RESOLUTION r o. 7 4
appropriations for the Office
of Saline Water of the United
States Department of the
Interior.
WHEREAS, it is this Board's opinion that the improve-
ment of sea and brackish water conversion processes is not only
of extreme importance to the welfare of the State of California,
but of vital necessity to the Sacramento-San Joaquin Delta; and
WHEREAS, adequate salinity control within the Delta re-
quires a substantial amount of "flushing water" be permitted to
flow out of the Delta; and
WHEREAS, the political and engineering pressures to ex-
port such "flushing waters" to Southern California and San
Joaquin Valley have been the force behind the development of
several plans proposing these exportations and, at the same time,
attempt to provide a fresh water supply for the Delta; and
WHEREAS, all plans proffered to date represent a seri-
ous detriment to the ultimate development of the Delta; and
WHEREAS, it is this Board' s considered opinion that the
only mutual agreeable solution to the Statets water supply prob-
lems may well be accomplished through the economically developed
necessary amounts of water by means of salt water conversion pro-
cesses, and accordingly which would make the exportation of water
from the Delta unnecessary;
THEREFORE, BE IT RESOLVED that this Board takes a posi-
tion in vigorous support of Senate Joint Resolution 36, which
resolution is now receiving the attention of the California State
Legislature.
PASSED AND ADOPTED this 2nd day of May, 1961, by the
