CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Utilization of
County Misdemeanor Prisoners con-
fined to the County Rehabilitation RESOLUTION 140.
Center at Clayton in Private
Employment. I
The Board of Supervisors of Contra Costa County does
resolve as follows :
THAT the following statement shall govern the utili-
zation of county misdemeanor prisoners confined to the County
Rehabilitation Center at Clayton in private employment:
THAT such utilization shall not effect competition
with available local labor sources. That such availability
shall be determined by the State Department of Employment.
That a condition of non-availability shall be continuously de-
termined by certification of need for Mexican Nationals;
THAT such utilization shall only be made upon payment
by the person requiring such labor of the then current prevail-
ing wage, such determination to be made by the State Department
of Employment;
THAT in no case shall such persons be utilized at an
operation currently involved in an established labor dispute
and/or strike;
THAT the State Department of Employment shall advise
the Sheriff of current conditions referred to above;
THAT the Board of Supervisors shall further study
the utilization of the time of prisoners to develop a program
of employment and rehabilitation to the end that such prisoners
shall not remain idle and gainful employment may provide for
the economic and general welfare of the prisoners, their fam-
ilies and the community. That for the purpose of such study
the Board of Supervisors hereby appoints the County Adminis-
trator, a member of the Board of Supervisors, a representative
of Labor Organizations, the District Attorney and the Sheriff,
and the Judge presiding in the criminal calendar.
