CONTRA COSTA COUNTY, STATE OF CALIFORNIA
RESOLUTION NO. 2945
WHEREAS the construction of the authorized U. S. Bureau
of Reclamation San Luis Project Agricultural Waste Drain either
separately or as a part of the State Master San Joaquin Valley
Waste Drainage scheme is imminent;
WHEREAS the presently proposed discharge of such
drainage containing pollutants such as nutrients and pesticides
to a point in the Central Valley Delta, together with existing
and proposed flow diversions from the Delta and Central Valley,
salinity intrusion, growing municipal and industrial waste loads
and reclamation of tidelands may cause major damage to water
quality and water uses in the Delta and Bay Area;
WHEREAS the Delta and Bay Area occupy key positions in
the development and conservation of California ' s water resources
and the waters therein are vital to a great metropolitan area
directly or indirectly affecting the economic and physical well-
being of millions of people not only in California but also the
nation as a whole;
WHEREAS the Delta-Bay Area, in addition to being an
important population, industrial and agricultural center, receives
heavy recreational use, provides one of the finest striped bass
fishing areas in the country and serves as a major acclimatization
area for anadromous fishes (salmon, steelhead, shad);
WHEREAS the San Francisco Bay and Central Valley
Regional Water Pollution Control Boards of California have
prohibited the discharge to the Delta and Bay System of agri-
cultural drains from the Central Valley until evidence is
provided that no significant damage will occur;
WHEREAS the Department of Health, Education, and
Welfare, Public Health Service, is the federal water pollution
control agency, has experience in evaluating water quality and
pollution problems in the Delta and Bay Area and has the Central
Pacific Basins Comprehensive Water Pollution Control Project
scheduled for starting in July 1965;
WHEREAS the budgeting of at least $300, 000 for the
Department of Health, Education, and Welfare, Public Health
Service, to start the Central Pacific Comprehensive Pollution
Control Project a year earlier (July 1964 would permit that
agency to evaluate damage from agricultural waste drainage to
the Delta and Bay Area and recommend vitally needed means for
protecting the water quality and water uses concerned;

NOW, THEREFORE, BE IT RESOLVED that this Board of
Supervisors urge the Congress of the United States to appropriate
funds for the Department of Health, Education, and Welfare, Public
Health Service, to start the Central Pacific Comprehensive Pollution
Control Project with the understanding that first priority will be
given to agricultural waste drainage and associated pollution
problems of the Central Valley Delta and San Francisco Bay System
so that planned federal, state and regional water projects can be
adjusted to prevent destruction of the beauty and usefulness of
Delta and Bay waters; and
BE IT FURTHER RESOLVED that this resolution be transmitted
to Congressman Baldwin of the 14th District and Senators Clair Engle
and Thomas Kuchel with the request that they assist in obtaining
the necessary appropriations for the recommended work by the Depart-
ment of Health, Education, and Welfare, Public Health Service .
PASSED AND ADOPTED this 21st day of April, 1964, by the
following vote of the Board:
AYES: Supervisors James P. Kenny, Mel F. Nielsen,
Thomas John Coll, Joseph S. Silva,
Edmund A. Linscheid.
