(Districts I, III) WHEREAS, Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et sea., authorizes the submission of claims to a regional transportation planning agency for the funding of projects exclusively for the benefit and/or use of pedestrians and bicyclists; and WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution No. 875, Revised, entitled "Transportation Development Act, Article 3, Pedestrian/Bicycle Projects," which delineates procedures and criteria for submission of requests for the allocation of"TDA Article 3"funding; and I hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of JH:je Supervisors on the date shown. DATE: January 4, 2005 PAGE: 2 WHEREAS, MTC Resolution No. 875, Revised requires that requests for the allocation of TDA Article 3 funding be submitted as part of a single, countywide coordinated claim from each county in the San Francisco Bay region; and WHEREAS, the CONTRA COSTA COUNTY desires to submit a request to MTC for the allocation of TDA Article 3 funds to support the projects described in Attachment B to this resolution, which are for the exclusive benefit and/or use of pedestrians and/or bicyclists; now, therefore, be it. RESOLVED, that the CONTRA COSTA COUNTY declares it is eligible to request an allocation of TDA Article 3 funds pursuant to Section 99234 of the Public Utilities Code, and furthermore,be it. RESOLVED, that there is no pending or threatened litigation that might adversely affect the project or projects described in Attachment B to this resolution, or that might impair the ability of the CONTRA COSTA COUNTY to carry out the project; and furthermore, be it. RESOLVED, that the CONTRA COSTA COUNTY attests to the accuracy of and approves the statements in Attachment A to this resolution; and furthermore, be it. RESOLVED, that a certified copy of this resolution and its attachments, and any accompanying supporting materials shall be forwarded to the congestion management agency, countywide transportation planning agency, or county association of governments, as the case may be, of CONTRA COSTA COUNTY for submission to MTC as part of the countywide coordinated TDA Article 3 claim. Resolution No. 2005/19 Attachment A Re: Request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2005/2006 Transportation Development Act. Article 3. Pedestrian/Bicycle Proiect Funding Findings page 1 of 2 1. That the CONTRA COSTA COUNTY is not legally impeded from submitting a request to the Metropolitan Transportation Commission for the allocation of Transportation Development Act (TDA) Article 3 funds, nor is the CONTRA COSTA COUNTY legally impeded from undertaking the project(s) described in Attachment B of this resolution. 2. That the CONTRA COSTA COUNTY has committed adequate staffing resources to complete the project(s) described on Attachment B. 3. A review of the project(s) described in Attachment B has resulted in the consideration of all pertinent matters, including those related to environmental and right-of-way permits and clearances, attendant to the successful completion of the project(s). 4. Issues attendant to securing environmental and right-of-way permits and clearances for the projects described in Attachment B have been reviewed and will be concluded in a manner and on a schedule that will not jeopardize the deadline for the use of the TDA funds being requested. 5. That the project(s) described in Attachment B comply with the requirements of the California Environmental Quality Act(CEQA, Public Resources Code Sections 21000 et seq.), and that the CONTRA COSTA COUNTY is in possession of the document(s), or will have by April 2005, supporting such compliance, said document(s)having been made available to for public review and stamped by the County Clerk or County Recorder of the county in which the claimant is located. 6. That as portrayed in the budgetary description(s) of the project(s) in Attachment B, the sources of funding other than TDA are assured and adequate for completion of the project(s). 7. That the project(s)described in Attachment B are for capital construction and/or design engineering; and/or for the maintenance of a Class I bikeway which is closed to motorized traffic; and/or for the purposes of restriping Class II bicycle lanes; and/or for the development or support of a bicycle safety education program; and/or for the development of a comprehensive bicycle and/or pedestrian facilities plan, and an allocation of TDA Article 3 funding for such a plan has not been received by the CONTRA COSTA COUNTY within the prior five fiscal years. 8. That the project(s)described in Attachment B, which are bicycle projects that have been included in a detailed bicycle circulation element included in an adopted general plan, or included in an adopted comprehensive bikeway plan(such as outlined in Section 2377 of the California Bikeways Act, Streets and Highways Code section 2370 et seq.). (925)313-2008 Short Title DesgWtion of Prolect: Castro Ranch Road AC Path Amount of claim:$198,900 Functional Description of Project: The project consists of constructing a 5 foot wide AC path on the east side of Castro Ranch Road between San Pablo Dam Road and Hillside Drive. This project also includes installing eight Caltrans standard curb ramps at two intersecting streets. The proiect will not require widening of the existing road. Castro Ranch Road currently has two southbound lanes,one northbound lane and is striped to accommodate a Class II bicycle lane on both sides of the street,_Currently there are stretches of existing sidewalk on the east side of Castro Ranch Road. This project 011 close the existing sidewalk gaps between Olinda School and San Pablo Dam Road. Closina the sidewalk gaps on Castro Ranch Road is part of an overall effort to provide children safe access to their neighborhood schools. D: The primary purpose of this project is to eliminate the existing sidewalk gaps on Castro Ranch Road and improve the accessibility of the pedestrian facilities for the physically impaired. Currently, pedestrians that have difficulty accessing the existing sidewalk utilize the roadway shoulder designated for bicycle use. Greater accessibility to the sidewalk will improve the existing bicycle facilities by decreasing the amount of pedestrian with bicycle conflicts. RESOLUTION NO. 2005/19 Resolution No. 2005/19 Attachment B page 3 of 3 Project Location: El Sobrante,West County Existing Condition: Castro Ranch Road is currently striped to accommodate a Caltrans Class 11 bicycle facility,which connects the residents of El Sobrante, Richmond and San Pablo to the popular,scenic bike route in the Alhambra Valley. Currently there are intermittent sections of sidewalk on the east side of Castro Ranch Road between the arterial, Ban Pablo Darn Road, and Hillside Drive. All the curb returns at Hillside Drive and Cobble Stone Drive, which intersect Castro Ranch Road, lack standard access ramps. Because of the lack of a continuous and accessible sidewalk on the east side of Castro Ranch Road many pedestrians must share the road shoulder with the bicycle riders utilizing the Class 11 facility. The nearest bus stop for the residents off of Castro Ranch Road is on San Pablo Dam Road. AC Transit line number 74 travels on San Pablo Dam Road, stops at Castro Ranch Road, and takes passengers to the Hilltop Mall, Contra Costa Community College, De Anza High School, and the BART stations in Orinda and: Richmond. According to AC Transit's ridership data, there are 131 students that take this bus route to De Anza High School, many that, board at Castro Ranch Road. Project Benefits: This project will close the existing sidewalk gaps and improve the accessibility of the existing sidewalk on the east side of Castro Ranch Road. By decreasing the amount of pedestrian with bicycle conflicts, this project will increase the safety of those who utilize Castro Ranch Road. Increasing the safety and accessibility for pedestrians and bicycle riders along this corridor will encourage more commuters to utilize an alternative to their automobiles. Matching Funds: The anticipated amount of Local Funds being spent to cover the cost of planning engineering and the environmental process is$22,100. It also includes improving all the curb ramps at this intersection so that they comps with the most current Caltrans standards. The proposed sidewalk on Camino Tassaiarra will be five feet wide and extend from the northeast corner with Hansen Lane 240 feet east to the existing sidewalk on Camino Tassaiarra. RESOLUTION NO. 2005119 Resolution No. 2005/19 Attachment B page 3 of 3 TDA Article 3 Project Application Form Project Location: San Ramon, Central County Existing Condition: Sidewalk currently exists west of and 240 feet east of Hansen Lane on the north side of Camino Tassajarra. There is a section 240 feet in length,just east of Hansen Lane, where the roadway is at it ultimate width, with two west bound through lane, a class 11 bike lane, concrete curb, but lacks sidewalk. Based on recent surveys, just under 100 students cross Camino Tassajarra, daily, at Hansen Lane, in the morning and afternoon, to attend Diablo Vista Middle School. Many of these students walk west to Hansen Lane from the Shadow Creek and Knollview Drive subdivisions. Because of the lack of a continuous and accessible sidewalk on the north side of Camino Tassajarra many pedestrians must share the road shoulder with the bicycle riders utilizing the class 11 route. Proiect Benefits: During and after rainstorms, the path where the sidewalk gap exists becomes muddy and students who walk to Diablo Middle School from the Shadow Creek Drive and Knollview Drive subdivisions step onto the road pavement where the bicycle lane is located. Providing a concrete sidewalk will remove the pedestrians from the roadway, making it safer for pedestrians, bicyclists, and motorists. Matching_Funds: The anticipated amount of Local Funds being spent to cover the cost of planning engineering and the environmental process is$ 12,000.
