EINANCIAT.IMPACT-
The current monthly Public Authority position(s) compensation amount totals $54,374.21 and with the changes
in positions,the compensation will equal a total monthly amount of $56,361.58, a difference of$2,981
(including fringe benefits of$994). For the remainder of FY 2004/05 the additional cost will be$20,867. The
cost of the reclassified positions has been budgeted within the Public Authority and will be financed from the
Public Authority funding. (See Public Authority Compensation Chart attached)
BACKGROUND,
Currently the program manager's span of over site is too large for efficiency. Restructuring will reduce the
program manager's ratio from 1:11 to 1:6. The reduced ratio will enable the program manager and supervisor to
concentrate on quality assurance activities,consumer and provider problem solving, and day-to-day operational
efficiency.
The restructure of positions will streamline the enrollment process for both consumer and provider. Rather than
splitting the functions of enrollment and benefits, the new structure will combine the two fl�`Ctions making it
easier for consumers and providers to navigate the system.

WHEREAS, the In Home Supportive Services (IHSS) Public Authority of Employment and
Human Services Department has determined that adjusting its organizational structure will
result in greater efficiency; AND
WHEREAS, the program manager's current span of control of 1:11 is excessive and not
conducive to the efficient delivery of services; AND
WHEREAS, the recommended changes will result in the program manager's span of control
being reduced to 1:6, which will allow additional quality assurance activities, consumer and
provider problem solving, and day-to-day efficiency;
NOW, the Board of Supervisors in its capacity as goveming Board of the County of Contra Costa,
and all districts which it is the ex-officio governing Board, RESOLVES THAT:
The following personnel actions shall be effective December 1, 2004:
RECLASSIFY two Public Authority 311 Benefits Clerk and one Public Authority Benefits Clerk
positions to Senior Benefits Clerk at step 5;
RECLASSIFY one Registry Training Specialist — Public Authority position to Administrative
Services Assistant at step 2;
ADJUST Public Authority Senior Benefits Clerk, Employee ## 66839, from step 3 to step 5;
ADD one Public Authority Senior Benefits Clerk position at step 5.
