OF
CONTRA COSTA COUNTY, STAVE OF CALIFORNIA
In the Matter of Japanese }
Steel Imparts. } RESOLUTION NUMBER 71/813
WHEREAS this Board has received communications from execu-
tives and employees of the West Coast Steel Industry requesting with
urgency that Congressional and Presidential action be taken so as to
restrict Japanese steel imports to the United States; and
WHEREAS in such communications it has been pointed out spe-
cifically that Japanese steel producers have competitive advantages
in terms of Government subsidies, marketing agreements, and low cost
labor, and as a result are able to sell steel products at a lower
price than is possible with respect to production of steel product
producers in the United States; and
WHEREAS in such communications it has been also pointed out
that the surcharge imposed by Presidential action does not apply to
fabricated steel products and as a result Japanese steel producers
have a competitive advantage on sales within the United States and
particularly on the West Coast; and
WHEREAS it has been further shown that Japanese steel imports
have the effect of cutting back steel product sales within the
United States and in turn seriously diminishing employment opportu-
nities for experienced steel workers; and ,
WHEREAS the steel industry in the United States is the best
in the world from the standpoint of technology and productivity, is
the backbone of defense requirements, and is a potent factor in the
United States economy through its production for countless other
domestic, industries;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it implores the
Congress and the President of the United States to take action such
that limitations are placed upon Japanese steel imports so that the
domestic 'steel industry on the West Coast and elsewhere may compete
on an equitable basis with Japanese steel producers and continue to
play its traditional and vital role in production and employment for
the benefit of the United States of America.
