HomeMy WebLinkAboutRESOLUTIONS - 10042004 - 71-757 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Preserving } the Nort'onville-Somersville } RESOLUTION NUMBER 71757 Area (Including Federal } Lands Located Therein) for ) Regional Park Purposes . } } WHEREAS this Beard has for many years planned for the use of the Nortonville-Somersville area for regional park purposes; and WHEREAS subsequent to the annexation of most of the territory Lying within Contra Costa County to the East Bay Regional Park District the Board allocated to said District from its share of the funds made available to the Counter from the proceeds of the 1964 State Park Bond Is-sue the sum of $250,000, to be used in pre- serving said area for regional park purposes; and WHEREAS the acquisition and development of said area for regional park purposes has been complicated by a mining claim (extraction of sand) under the federal mining law enacted a century ago, and the U. S. Department of Interior has sustainedthe mining claim right ender the old federal law despite the decision of the U. S. Bureau of Land Management to preserve said area for regional park purposes; and WHEREAS it is the opinion of this Board that the National Environmental Protection Act of 19`69 should take precedence over the told federal mining lair so that said area may be held for essential regional park purposes; and WHEREAS the California State Legislature is giving attention to Assembly Joint Resolution Number 61 (introduced by Contra. Costa County Assemblymen James W. Dent and John T. Knox -- Coauthor Contra Costa County State Senator Jahn A . Nejedly) urging the preservation of aforesaid area for regional park purposes, and memorializing the U. S . Secretary of the Interior to take such preservation action in line with the recommendation of the U. S . Bureau of Land Management and in connection therewith give full consideration to the provisions of'' the National Environmental Protection Act of 1969; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it endorses California State Assembly, Joint Resolution Number 61, urges prompt action to preserve the Nortonville-Somersville area for regional park purposes, requests that provisions of the National Environmental: Protection Act of 1969 be given precedence over old mining laws so that none of said area may be utilized for mining purposes, and directs the Clerk of the Board to forward copies of this resolution to all parties directly concerned with said park preservation program.
