Rupf, Sheriff-Coroner Contra DATE: July 16, 1999 Costa SUBJECT: Donation from Northern California Carpenters Re+alonal Council County Resolution#991 8 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACCEPT donation of skilled labor and professional services from the Northern California Carpenters Regional Council to construct a 2000 square foot classroom at the Contra Costa County Sheriffs Range. AUTHORIZE the Sheriff, pursuant to §1108-2.222 of the Contra Costa County Code, to purchase the required building materials at cost and DIRECT the Auditor-Controller to issue necessary warrants for said purchases. FISCAL IMPACT: No additional County General Funds are requested or required for this project. The Sheriff has appropriated funds in a project account for improvements at the Sheriffs Range. The planned improvements include repairs and modifications to the Range facility to provide maximum safety and security for the shooting range and the replacement of the temporary classroom facility. The funds available in this project account are sufficient to cover the estimated costs to the Sheriffs Office for this project. However, should additional funds be required, the Sheriffs Office will use existing budgeted funds. BACKGROUND: The Northern California Carpenters Regional Council has suggested the establishment of a partnership with the Sheriffs Office to replace the existing temporary classroom facility at the Sheriffs Range with a 2000 square foot permanent facility. As their contribution to this project, the N.C.C.R.C. has made a generous commitment to provide all of the skilled carpenter labor and is working with other trades to provide additional professional services (architect, electrical, plumbing, etc) required for the project. Furthermore, N.C.C.R.C. is arranging for the necessary building materials to be provided to this project at wholesale cost, allowing significant savings. The Sheriffs Office commitment to this partnership is to fund the remaining costs of the project, coordinate the project with other County departments, as may be necessary, and to ensure that all necessary permits are obtained and all building code requirements are met. CONSEQUENCES-OF NOT ACCEPTING DONATION If the County does not accept this generous donation from the Northern California Carpenters Regional Council, an opportunity for local government, organized labor and private industry to work together will be missed. Furthermore, the opportunity for the Sheriffs Office to replace a temporary structure with a permanent classroom that will enhance the environment and expand our abilities for training law enforcement personnel and will be lost, as will the opportunity to ge rate ne or increased revenue by expanding training curriculum.
