HomeMy WebLinkAboutRESOLUTIONS - 01272003 - 99-262 In the Matter of the Retirement of ) Terrence Marr,County Probation ) Officer,from the Contra Costa ) RESOLUTION NO.99/262 County Probation Department ) WHEREAS Terrence Starr retired from his position as County Probation Officer with the Contra Costa County Probation Department on July 7,1999,and is currently serving as Interim County Probation Officer,it is appropriate at this time to acknowledge his many achievements and to publicly recognize his professional and civic leadership;and WHEREAS Terry began his Probation career with Contra Costa County as County Probation Officer in November 1995, coming to this County from Shasta County where he also served as Chief Probation Officer from 1990 to 1995;and WHEREAS he previously worked in San Diego County for 29 years in various capacities including superintendent of juvenile hall and superintendent of various camp facilities,and obtained vast experience in all other areas of Probation;and WHEREAS during his fairly brief tenure with Contra Costa County,Terry successfully led the effort to secure funds for a neve juvenile detention facility,expanded the Orin Allen Youth Rehabilitation Facility by 26 beds,opened a 20-bed intensive residential treatment facility for boys at the juvenile hall complex, initiated the construction of a 20-bed girls treatment facility, secured funding for and initiated the expansion of the present juvenile hall by 10 beds,and proposed and initiated a transition center for Ranch graduates;and WHEREAS under Terry's leadership,the Probation Department has also secured numerous grants from both the state and federal governments,including the Challenge Grant I which has placed probation officers in various high schools throughout the County, and Challenge Grant II which will provide treatment services to girls;and WHEREAS Terry has served as President of the California Probation, Parole and Correctional Association, and was appointed by Governor Pete Wilson to serve for several years on the Board of Corrections representing the Chief Probation Officers of California;and WHEREAS Terry is a hardworking,dedicated individual who loves children,dogs and cats and, especially,white-water rafting,has devoted his life to helping those in need, and will always be fondly remembered for his colorful colloquialisms such as,"I ain't gonna die on that hflV'That dog won't hunt,,' and"'Be happy in your work"; NOW, THEREFORE, BE IT RESOLVED that this Board takes great pleasure in congratulating Terrence Starr on his valuable service to the community,his profession and to Contra Costa County,and wishes him many wonderful,exciting and fulfilling years of retirement.
