Planning Grant )
WHEREAS the Juvenile Crime Enforcement and Accountability Challenge
Grant program was established by the passage of SB 1760 to add Article 18.7
(commencing with Section 749.2)to Chapter 2 of Part 1 of the Division of the
Welfare and Institutions Code; and,
WHEREAS this legislation introduced by Senator Lockyer and Assembly
Member Goldsmith is intended to reduce the rate of juvenile crime in California,
especially violent juvenile crime; and,
WHEREAS the Board of Corrections is the designated state agency to
award grants that provide funding for three years; and,
WHEREAS the Request for Proposal issued by the Board of Corrections
for the planning phase of the Challenge Grant provides for up to $ 150,000 for any
county; and,
WHEREAS the Budget Act of 1996 provides the appropriation for the
Challenge Grant; and,
WHEREAS the legislation requires the establishing of the Juvenile Justice
Coordinating Council with specified membership and with the Chief Probation
Officer as chair;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Contra Costa County hereby:
Appoints Chief Probation Officer Terrence Starr as the Chair of the Contra Costa
County Juvenile Justice Coordinating Council; and,
Appoints the following individuals as members of the Contra Costa County Juvenile
Justice Coordinating Council:
INDIVIDUAL AGENCY
Terrance Starr(as Chair) County Probation Department
Gary Yancey District Attorney's Office
Charles James Public Defender's Office
Robert Henderson(Undersherift) Sheriffs Department
Mark DeSaulnier Board of Supervisiors
John Cullen Social Services Department
Ruth Ormsby Mental Health Department
Shirley Marchetti(REACH Project) Community Based Drug and
Alcohol Program
Chief William Lansdowne Richmond Police Department
Ellen Elster(Asst. Superintendent) County Office of Education
Chris Adams At-Large Community
Representative; and,
Authorizes said Chief Probation Officer to sign Contra Costa County's application
for State funding as well as related contracts, amendments, or extensions with the
State of California; and,

Assures that the County of Contra Costa will adhere to the requirements of the
Board of Corrections and all conditions specified in the grant contract with the
State of California in the expenditure of State funds received pursuant to said
application; and,
Certifies that all final planning products will be developed and provided to the
Board of Corrections by no late than March 14, 1997;and,
Certifies that the County of Contra Costa will invoice the Board of Corrections for
all costs approved by the grant by no later than June 30, 1997.
