A. MERIT SYSTEM FIRE DISTRICTS
1. The Board of Supervisors on October 1, 1996 adopted a Letter of Understanding
between the Contra Costa County, Orinda and Moraga Fire Protection Districts and
IAFF Local 1230 regarding wages, benefits and other terms and conditions of
employment for a contract period from October 1, 1995 through December 31, 1998
pending the completion of a comprehensive Memorandum of Understanding.
2. In order to provide comparable wages and benefits to uniformed Fire District
managers; NOW THEREFORE,
The Contra Costa County Board of Supervisors in its capacity as Governing Board
of the Contra Costa County, Moraga and Orinda Fire Protection Districts,
RESOLVES THAT:
a. Effective on the dates indicated, the salary ranges for uniformed
management classifications in the Contra Costa County, Orinda and Moraga
Fire Protection Districts which are listed below shall be increased as follows:
July 1, 1996 = 30 levels; October 1, 1997 = 30 levels, and April 1, 1998 = 20
levels:

The July 1, 1996 increase will be paid, without interest, in a lump sum distribution
for the months of July and August 1996 on the October 10, 1996 paycheck under
the Auditor-Controller's standard lump sum pay procedure and will be subject to
normal tax withholding and retirement deduction requirements.
b. Effective September 1, 1996, the current monthly differentials for possession
of certificates for Basic Life Support ($70), Emergency Medical Technician-
1 (2%) and Hazardous Materials First Responder (2%) shall be discontinued
for all classes listed above in A.2.a and those classes shall have their basic
salary ranges increased by the appropriate number of levels so that salary
at top step will be at least equal to, and substitute for, the discontinued
differentials. The number of levels to be added to each affected class shall
be as indicated below:

C. Effective September 1, 1996, the monthly uniform allowance for all
management classifications listed above in A.2.a shall be increased from
$40/mo to $45/mo. Effective July 1, 1997, the allowance shall be increased
from $45/mo to $50/mo.
B. VOLUNTEER FIRE DISTRICTS
1. In order to provide comparable wages and benefits to uniformed Volunteer Fire
District managers, the Contra Costa County Board of Supervisors in its capacity as
Governing.Board of the Contra Costa County, East Diablo and Bethel Island Fire
Protection Districts RESOLVES THAT:
a. Effective on the dates indicated, the basic salary ranges for the non-merit
fire classes listed below shall be increased as follows: July 1, 1996 = 30
levels; October 1, 1997 = 30 levels and April 1, 1998 = 20 levels:

C. Effective July 1, 1996, the monthly uniform allowance for all fire management
classes listed above in B.1.a, except the Volunteer Chief/Reserve
Coordinator and Volunteer Assistant Chief/Reserve Coordinator who receive
no allowance, shall be increased from $40/month to $45/month. Effective
July 1, 1997, the allowance shall be increased from $45/month to $50/month.
