HomeMy WebLinkAboutRESOLUTIONS - 11281995 - 95-565 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on November 28, 1995, by the following vote: AYES: Supervisors Rogers , Smith, DeSaulnier , Torlakson and Bishop NOES: None ABSENT: None ABSTAIN: None Resolution No. 95/565 WHEREAS the Community-Based Punishment Act (Penal Code Sections 8050 through 8093) created broad legislative support for a comprehensive and coordinated planning and implementation effort to assess the need for, and to develop and operate, a range of intermediate sanctions at the local level; and, WHEREAS the program envisioned in the Act would be a collaborative effort between state and local government intended to create alternative punishment options for certain non-violent offenders; and, WHEREAS the Board of Corrections is the designated state agency to facilitate this effort and to administer the process from planning and community-based punishment plans through project implementation; and, WHEREAS the Budget Act for 1995-1996 included an appropriation of $2 million to the Board of Corrections for grants not to exceed $300,000 each to counties for the purpose of developing community-based punishment plans that will reduce the number of commitments to state prison and to the Department of the Youth Authority; and, WHEREAS community-based punishment plans are to be developed by a local chief correctional administrator, in cooperation with the district attorney, public defender, and other concerned community representatives designated by the Board of Supervisors, to address corrections needs in the County; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby: Appoints Warren Rupf, Sheriff and Terrence Starr, County Probation Officer as co-Chief Correctional Administrators for purposes of participating in the Community-Based Punishment Options Planning Grants Program; and, Authorizes said co-Chief Correctional Administrators and the County Administrator to sign Contra Costa County's application for State funding as well as related contracts, amendments, or extensions with the State of California; and, Appoints the following individuals as members of the Community-Based Planning Committee, which is required in the legislation: Warren Rupf, Sheriff John Minney, Presiding Judge, Superior Court Terrence Starr, County Probation Officer Barry Kalar, Town of Moraga Police Chief Gary Yancey, District Attorney Chris Adams, Chairperson, Juvenile Systems Charles James, Public Defender Planning Advisory Committee (JSPAC) Orin Allen, Former Boys' Ranch Supt. Assures that the County of Contra Costa will adhere to the requirements of the Board of Corrections and all conditions specified in the grant contract with the State of California in the expenditure of State funds received pursuant to said application; and, Certifies that all final planning products will be developed and provided to the Board of Corrections by no later than June 30, 1996; and, RESOLUTION NO. 95/565 Certifies that the County of Contra Costa will invoice the Board of Corrections for all costs approved in the grant by no later than June 30, 1996.
