RESOLUTION NO. 951563
SUBJECT: In the matter of the application for funds for the Transportation )
Enhancement Activities Program under the Intermodal Surface )
Transportation Efficiency Act for the acquisition of the )
Mercury Marketing Corporation property. )
The Board of Supervisors of Contra Costa County RESOLVES that:
It approves the filing of an application for $750,000 toward acquisition of the Mercury
Marketing Corporation property in the Martinez area.
It commits a non-federal match of$162,000 from the Martinez Regional Land Trust.
It certifies that this County will make adequate provisions for operation and maintenance of
the project.
It appoints Harvey E. Bragdon, Community Development Director as agent of Contra Costa
County to conduct all negotiations, execute and submit all documents, including but not limited to
application, agreements, amendments payment requests and so on, which may be necessary for the
completions of this project.
By way of background, the United States Congress has enacted the Intermodal Surface
Transportation Efficiency Act of 1991, which is to make substantial Federal dollars over a six year
period as funds to the California Department of Transportation for transportation enhancement
activities.
The Department of Transportation has established the procedures and criteria for reviewing
proposals and along with the Regional Transportation Agencies, will submit to the California
Transportation Commission a list of recommended projects from which the recipients will be selected.
Procedures and criteria by the California Department of Transportation call for the approval
of an application by the applicants governing body before submittal of said application to the
California Transportation Commission.
This application contains assurances that the applicant must comply with an agreement with
the State of California to carry out transportation enhancement activities project.
