HomeMy WebLinkAboutRESOLUTIONS - 10241995 - 95-510 V- THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this order on October 24, 1995 by the following vote• AYES: Supervisors Rogers, Smith, DeSaulnier, Torlakson and Bishop NOES: None ABSENT: None ABSTAIN:None SUBJECT: In the Matter of Compensation for Head Start Represented and Resolution No. 95/510 Management Employees in the Community Services Department Commencing January 1, 1995 WHEREAS the Community Services Director has advised the Office of the County Administrator that the U. S. Department of Health and Human Services has provided a cost of living increase of three percent (3%) to all eligible Head Start employees effective January 1, 1995. Now therefore, the Contra Costa County Board of Supervisors in its capacity as Governing Board of the County of Contra Costa, and all districts of which it is the ex-officio Governing Board, RESOLVES THAT: A) Effective November 1, 1995, represented classifications in the Head Start Bargaining Unit (CF05-0) will be adjusted upward on the County salary schedule by 30 levels (3 . 043%) , with the exception of the following job classifications. Classification Class Code Community Svcs. Bldg. Svcs. Worker-P 9KW8 Community Svcs. Acctg. Assistant-P 9JV2 Community Svcs. Intermediate Clerk-P 9JV3 Community Svcs. Domestic Services Worker-P 9JW1 Community Svcs. Secretary-P 9JT1 Community Svcs. Senior Clerk-P 9JT3 State Preschool Education Specialist-P 9LS1 B) However, effective November 1, 1995, the following represented classifications will be adjusted upward on the County salary schedule as shown: _ Total Total Classification Class Code Levels Percent Head Start Education Spec.-P 9968 44 4 . 5% Head Start Family Svcs.Asst. -P . 9H75 68 7 . 0% Head Start Health Svcs.Asst.-P 9H78 100 10. 5% Head Start Program Asst. -P 9957 122 13 . 0% Head Start Teacher I-P 9HR1 35 3 . 5% C) Effective November 1, 1995, Head Start management classifications as listed below will be adjusted upward on the County salary schedule by 30 levels (3 . 043%) : Classification Class Code Head Start Grantee Operated Program Director-P 99B9 Head Start Program Manager-P 9KD1 Head Start Program Manager Assistant-P 9955 Head Start Assistant Program Manager-P 9KG1 Head Start Head Nutritionist-P 9JH2 D) However, effective November 1, 1995, the following management classification will be adjusted upward on the County salary schedule as shown: Total Total Classification Class Code Levels PE:lrvek Head Start Program Monitor-P 9958 109 11.5% E) Effective November 1, 1995, the following Community Services represented and management classifications will be adjusted upward on the County salary schedule by 15 levels (1. 510%) Classification Class Code Child Nutrition Food Operations Supervisor-P 9JS3 Community Services Food Services Manager-P APD1 Community Services Program Analyst-P 99V8 Community Services Accounting Supervisor-P 9JH1 Community Services Departmental Secretary-P 9JT2 Community Services Personnel Technician-P 9J71 Child Nutrition Division Nutritionist-P 9JS2 F) Lump Sum Payment. All persons who occupy a permanent position in any of the above listed represented and management classifications or who are authorized as limited term employees on November 30, 1995, shall be retroactively compensated back to January 1, 1995. In lieu of a retroactive pay requiring special payroll recomputation processing back to January 1, 1995, the County will make a lump sum payment to each employee for the period from January 1, 1995, through October 31, 1995, computed as follows: Employee regular pay, overtime pay, and specific other earnings ordinarily computed as a percentage of base pay will be added together for each applicable pay period to determine the Retro Pay Base (RPB) . This base will be multiplied by the designat- ed percent: (%) . The payment amount thus computed will be added to the employee's December 10, 1995, paycheck where it will be listed separately as a LUMP SUM PAYMENT and will be subject to normal tax withholding and retirement deduction requirements. Any employee believing there is an underpayment resulting from this methodology exceeding $30. 00 may contact the Community Services Department and the Auditor's office will investigate and issue the additional pay, if owed, as soon as possible.
