OF CONTRA COSTA COUNTY
In the Matter of Resolution No. 94/535
Commending Al Kirkman on his
Outstanding and Dedicated Efforts to
Beautify and Improve his Community
WHEREAS, the Board of Supervisors has promoted and encouraged citizen involvement in
beautifying and improving our neighborhoods;
WHEREAS, Al Kirkman, on EI Sobrante resident, has taken to heart the spirit of "doing
something" rather than waiting for government or others to improve his community;
WHEREAS, Al Kirkman, who calls himself "Big Al", is a self-proclaimed "graffiti buster"
who patrols the EI Sobrante area;
WHEREAS, Big Al works with residents and local businesses and utility companies, such
as Pacific Bell and PG&E, and urges them to remove graffiti 24 hours after he spots it;
WHEREAS, Big Al retired five years ago after working 30 years as a counselor at De Anza
High School. He owns Sky High, which promotes athletic events like races, parades and other
annual events;
WHEREAS, he encourages other concerned citizens to roll up their sleeves and pick up
litter, participate in community clean-up and graffiti removal projects or volunteer their time at
schools, senior centers or nursing homes.
MOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors hereby commends Al Kirkman for his outstanding and dedicated commitment to
beautifying his community and making a difference in the quality of people's lives.
PASSED by unanimous vote of the Board Members present on this First Day of November,
1994.

Commending Debra & Lloyd Mason, ted Clement,
Alex Dongallo and Vivian Lisa in Recognition of
their Outstanding and Dedicated Efforts to
Beautify and Improve their Community
WHEREAS, in recent years, the county has been making a conscientious effort to beautify the West
Pittsburg/Say Point area and has allocated Keller Canyon Mitigation funds and encouraged volunteer commitment
toward this project;
WHEREAS, Debra and Lloyd Mason, Ted Clement, Alex Dongallo and Vivian Lisa believe that government
actions alone cannot create a better community image and that it takes the commitment from within the
community. They have formed a coalition to promote community pride as well as neighborhood beautification;
WHEREAS, they believe their community is a great place to live and work and in order to make West
Pittsburg/Bay Point an even better place to live, all of the community must work together;
WHEREAS, this strong community pride and dedication to improving their community is the driving force
behind this group's efforts. They have unselfishly given of their time and energy to organize community clean-up
projects. They spent several consecutive weekends doing major renovation and clean-up work at the Ambrose Park
and Community Swimming Pool. They have donated hundreds of volunteer hours painting over graffiti on the sound
walls on Port Chicago Highway and Bailey Road and continue to patrol their neighborhoods to touch up sore spots.
To date, they have used nearly 668 gallons of paint and devoted hundreds of hours removing graffitilll
WHEREAS, Debra & Lloyd Mason, Ted Clement, Alex Dongallo and Vivian Lisa were recently selected by
the United Way to receive the "lifespan Hometown Hero Award" in recognition of their extraordinary dedication to
public service and community improvement.
NOW, THEREFORE, SE iT RESOLVED that the Contra Costa County Board of Supervisors hereby
coagratelates Debra and Lloyd Mason, Ted Clement, Alex Dongallo and Vivian Lisa on being selected to receive
the "Lifespan Hometown Hero Award" from United Way and oowmeads them for their notable contributions to the
community making a difference in the quality of people's lives. The Board extends special acknowledgement and
appreciation for their outstanding efforts in removing graffiti in their neighborh000ds.
PASSED by unanimous vote of the Board Members present on this First Day of November, 1994.
