In the Matter of the Retirement of )
Orin T. Allen, Juvenile Institutions )
Superintendent, with the Contra Costa ) RESOLUTION NO.94/526
County Probation Department )
WHEREAS, Orin T. Allen has retired from his position as
Superintendent of the Byron Boys' Ranch on November 1, 1994 and
it is appropriate to publicly recognize his many professional
contributions to the Probation Department and the children and
citizens of Contra Costa County; and
WHEREAS, Orin began his 35 year career with Contra Costa
County in 1959 as a Group Counselor at Juvenile Hall amd moved to
Byron Boys ' Ranch when it opened in 1960 . He began working his
way up the Probation ladder of success holding such positions as
Deputy Probation Officer, Institutional Supervisor III, Director
of the Bollinger Canyon Youth Village, the Preplacement Center
and Assistant Superintendent of the Boys ' Ranch, Director of the
Boys ' Treatment Center, Assistant Superintendent of Juvenile
Hall, Director of the Girls ' Treatment Center, and finally back
to the Ranch as Acting Superintendent and permanently appointed
as Superintendent August 19, 1991; and
WHEREAS, Orin is responsible for establishing and/or
supporting many innovative programs at the Ranch to the benefit
of the boys and their families, such as the successful Senior
Tutors for Youth, and the Home Supervision, Gang Diversion and
tatto removal programs for selected residents . He has improved
the weekend release and admission policies and supported the
introduction and acceptance of female staff to the Ranch; and
WHEREAS, in addition to his County career, he has served as
member and officer of such Correctional organizations as CAPIA
and the Camps, Ranches and Schools Association; is actively
involved in his church; the Juvenile Hall Auxiliary for 21 years,
currently as President; East County Youth and Family Services;
East County Boys and Girls Club; Boy Scouts of East Delta Region;
founder of the Black Culture League 14 years ago, serving as
President the past five; and has been an elected Pittsburg School
Board Member for 23 years, serving as President six times; and
WHEREAS, Orin has led a successful personal and professional
life and serves as a role model for both County employees and the
youngsters who have had contact with him throughout his career.
NOW, THEREFORE, BE IT RESOLVED that this Board takes great
pleasure in congratulating Orin T. Allen on his 35 years of
dedicated, faithful and valuable service to the community, his
profession and the youth of this County and wishes him many
wonderful and fulfilling years of retirement .
PASSED AND ADOPTED BY THE BOARD on October 25, 1994 .
